Led the processes of strategic thinking within the Foreign Ministry, including the crafting of Spain’s External Action Strategy and the National Strategy on Technology and Global Order, with the support of the newly created Directorate-General for Strategy, Foresight and Coherence and of the Policy Planning Staff. Led Spain’s Economic Diplomacy including by providing support to Spanish businesses abroad, leading work at the OECD, and launching a set of new initiatives aimed at facilitating the attraction of international investment and talent to Spain. Ran the Communications department at the Foreign Ministry, including the Office of Diplomatic Information and its social media platforms, held weekly press briefings covering all issues on Spain’s international agenda, led the country’s public diplomacy efforts with the support of the network of Casas (public foundations with a regional focus), and advanced Spain’s image worldwide. Served as point person within the Ministry on matters pertaining to the management of the Covid19 crisis including by participating in the Covid De-escalation expert group set up by the Prime Minister, and the working group on the restoration of international mobility.

Drafted the long-term strategy for this School of public policy and set the goal of augmenting its academic footprint to new areas, increasing the size of its faculty and research output, as well as expanding its linkages to fellow APSIA, ECPR and NASPAA members. Launched a new Master in International Development in partnership with the UN Staff College, a new Executive Master in Internationalization and Trade in partnership with the International Trade Center and the International Chamber of Commerce and a new Bachelor in Economics. Coordinated the financial and executive tasks associated with running a School with over 1000 students (both undergraduate and graduate) and 80 faculty members.Founded and supported numerous research centers and initiatives, including the Center for the Governance of Change and the PublicTech Lab, that focus on frontier issues in the fields of governance of emerging technologies. Led the newly created Arts & Humanities Division, providing content across the university on the Humanities, curing the faculty in this Area and building partnerships.

Manuel also coordinates work on the Talloires Conference, an annual gathering of senior scholars and policymakers in the south of France. Topics addressed in Talloires ranged from security to global affairs, to political economy.
