The company is consortium partner and delivered the experts for the execution of two EU-funded H2020 projects related to bio-energies and small-scale hydropower and delivered the expert under the GET.invest Finance Catalyst program (initiated by Mr Buiting and named previously RECP-Finance Facilitator) as well as facilitated the design of ElectriFI by Mr Buiting (including approval Action Doc of all 28 EU member states at the time) and subsequent country windows and is consortium member under the framework contract SEA2023 for Lot 8 'Sustainable Finance and Blended Finance'. 1to3 and the BankablityLab deliver model-based unique (emerging-markets & new technologies) bankability assessments since 1994 for developers, regulators, banks, funds, etc. as shadow-model (next to original model so the shadow model serves as standard for all but independent, best practice, track-recorded since 1994 with 1000+ re-modelled financial excel-models) with a possible link to Crowdpartners. The 9th successful Dutch applicant for a subsidy from EU's Innovation Fund for example based its application on the model. The model is currently licensed to and in use by RFI U.K. (2020-2025) with whom 1to3 as subcontractor delivered advanced financial modelling courses since 2003 approved and next to providing technical assistance to EDFIs.

http://www.africa-eu-renewables.org/services/finance-catalyst/https://www.get-invest.eu/finance-catalyst/#collapse5Marc delivered independent bankability assessments for free between 2003 and 2017 which service was approved and was next to technical assistance to EDFIs which, if positive, resulted in applications for blending, subordinated and / or senior debt for infrastructure projects in emerging markets, several 10's of projects a year, which free service he managed to get adopted by the European Commission and GIZ in 2015 to institutionalise it through the Finance Catalyst, hence, free advisory service at a large scale. Initially this service was integrated by Mr Buiting in the ElectriFI proposal. When it was not integrated in ElectriFI by the contracted EDFI he approached GIZ for the service who drafted a ToR and launched it for prospective bidders. Mr Buiting drafted the strategy of the bidding document for these services of the winning consortium. He also initiated the focus on 'readiness assessments' as the main service of the Finance Catalyst and made his 'shadow model' and bankability apporach available for the service. Contracted with GET.invest FC as from the beginning in 2016.

Capacity Development To Edfis (In Renewable Energy & Fund Mgt & Lead Arranging)

Finance and advisory renewable energy emerging markets. As from 2003 aimed at establishment of European 'IFC' in lead arranging and underwriting for renewables and water treatment projects. Remodeling of all leads and opportunities to give feedback on bankability aspects, roughly 50-60 projects a year (all infra but mostly renewables after 2009 when g'ments imposed targets in renewable energy on their development banks). Initiated 'syndicated crowdfunding' in 2012 with EDFIs for crowding-in private sector (institutional and private lenders) which led to ElectriFI (contracted by European Commission) and RECP-Finance Facilitator (re-named into GET.invest Finance Catalyst) and the establishment of the EDFI-management company in Brussels (initially for the implementation of ElectriFI). Between 2005 and 2009 Marc aimed at establishing a one-stop vehicle for renewable energy projects in emerging and developing countries under a framework lead-arranging contract with one of the EDFIs (signed) to raise 75-80% of debt and the establishment of a subordinated / patient equity vehicle called MDG-Fund for 12.5-10% of each project. Management was South African fund managers (after turn down by European players) but the one-stop-shop concept itself (the 'European IFC') was 'too early' at that stage but implemented with the same parties in 2016.

Capacity Development In Controlled Auctions & Renewable Energy (Initiated A Focus On Re At Pwc)

Provided capacity development to PwC in controlled auctions after being asked in 1999 from a succesful joint advisory mandate ING / PwC on the Asian privatisation deal of the year - South Korean's CHPs > 1,000MWs. PwC Europe lacked the skill-set at the time. Marc was first at PwC to create a focus on renewable energy worldwide for advisory services with a focus on securitisation. 'Emerging markets' could not be included in the service at that time and reason for Mr Buiting to work with EDFIs as from 2003 with respect to cleaner energy solutions for emerging markets. Marc was first at EDFIs to focus on RE (which only became a requirement as from 2009 from the majority owners of the EDFis i.e. the European countries).
