Responsible for the administration and development of CVHN’s state and federal policy and advocacy agenda. Through the guidance of the CVHN Board, these activities include, developing legislation, educating policy-makers on issues related to federally qualified health centers (FQHCs), developing informational material on state and federal policies and regulations, tracking policy initiatives, coalition building, coordinating workshops and forums, supervising staff, working closely with state and national associations, and providing detailed reporting to grant funders. Other responsibilities include drafting policy analyses, legislative updates, and informational policy material to CVHN membership and other stakeholders, participating in the California Primary Care Association and National Association of Community Health Centers policy meetings/committees/conference calls, providing advocacy and legislative training to CVHN staff and members, and developing outreach strategies and media events such as press conferences, interviews, Opinion Editorials, policy workshops and events.

Principal policy consultant for the Governor’s Coordinated Care Initiative (Duals Demonstration). Assisted in the creation of statewide policies to support the goals of the Demonstration and all legislative mandates. These policies included: Long-Term Supports and Services Standards; Care Coordination Standards; Risk Stratification and Assessment; Care Plan Options; Interdisciplinary Care Team and Continuity of Care. Worked collaboratively with the Centers for Medicare and Medicaid and state staff to establish a state/federal memorandum of understanding, readiness review criteria and corresponding tool to determine health plans for preparedness to participate in the Demonstration. Further collaborated on the development of memorandums of understanding and contract templates for long term supports and services; mental health and substance use integration; was a member of the state work-group tasked with the creation of a universal risk assessment process; and conducted several stakeholder/health plan conference calls to discuss and develop state policies.

California Department of Social Services: Manager, Policy, Legislation and Litigation UnitManager of the Policy, Legislation and Litigation Unit in the Adult Programs Division. Responsible for the direct supervision of four policy analysts, and the operation of the In-Home Supportive Services/Personal Care Services Program and Adult Protective Services policy development and interpretation as reflected in state statute and regulation. Coordinated, reviewed, and analyzed proposed legislation and legislatively mandated reports. Also prepared department legislative proposals and corresponding testimony. Reviewed and analyzed IHSS/PCSP policy issues for program impact and recommending action plans to management. Created All County Letters, All County Information Notices, regulations packages, and responses and recommendations on major policy issues and questions. Served as a liaison between department and counties on policy questions and interpretation. Prior to this role, was the manager for the IHSS Anti-Fraud Unit. This assignment entailed thorough desk and site reviews of county strategies designed to promote activities to combat program fraud.

Hired as manager of the Office of Legislation, however for approximately 18 months, served as the Acting Assistant Director of Legislation. Reported directly to the Chief Deputy Director and the Director on state and federal mental health legislation. Supervised two legislative analysts and an Executive Assistant, and was responsible for day-to-day operations of the Office of Legislation. Oversaw the tracking, assigning and writing of mental health legislative analyses. Assisted in the development, review and interpretation and creation of departmental mental health care policies. Testified on behalf of the department in legislative committees and informational hearings. Additionally, was responsible for recommending departmental positions and reviewing and compiling legislatively mandated reports. Worked closely with legislative staff of the Governor’s Office and the California Health and Human Services Agency. Monitored state and federal legislative, regulatory and administrative activities that affect policy or funding related to mental health services and benefits, analyzed these activities as they impact California’s programs, and formulated policy recommendations. Represented department in all stakeholder and special interest group meetings.

Responsible for the coordination, review, and approval of all media relations and press events, as well as all communication and information from Member’s office to local constituents and stakeholders.

Responsible for planning and coordination of all marketing, sales forecasts, product presentations, and importation of Starter Brand/ licensed sports apparel. Researched, wrote, and negotiated contracts with potential licensees; planned and implemented promotions and sales campaigns. Sourced and contracted a new outerwear manufacturer in the US resulting in new business and initial orders over $150,000. Created a new system of returns that resulted in a 75% increase in overseas sales.
