Hampton Roads

Recent focus included Joint All Domain Command and Control (JADC2) efforts within the Joint Staff J6 Directorate in the Hampton Roads area.I previously led Logistics and Equipment Management efforts in direct support of the M42 at Navy Medicine East (NAVMEDFORLANT).As a prior Team Lead supporting the Naval Safety Center, I led Business Process Reengineering (BPR) efforts and facilitated functional requirement development.As the onsite project lead to US Joint Forces Command, I focused on the identification, translation, and assessment of functional requirements associated with the Commander’s Decision Tool (CDT) and the Decision Support Enterprise Services program.As the onsite project manager for the Navy’s overseas enterprise network (ONE-NET), facilitated programmatic and technical support to the government program office.

As a Surface Warfare Officer with over 20 years of Active/Reserve experience, I led Navy Emergency Preparedness and Defense Support of Civil Authorities (DSCA) efforts in support of Commander, Navy Installations Command (CNIC). Recent efforts included the largest NEPLO deployment in program history in response to COVID-19.Previous experience includes leading a high performing team of 117 professionals in support of Commander, US Sixth Fleet. Focus areas include Operational Planning Team (OPT) development, Joint Exercise support, and Joint Force Maritime Component Commander (JFMCC) operations.I also served as the Commanding Officer of Military Sealift Command Headquarters (MSC HQ) where I led a diverse team of over 70 professionals who actively supported the MSC enterprise. Efforts focused on the monitoring of global maritime operations, and execution of a $3B portfolio.As the Commanding Officer for US Forces Korea (USFK) detachment 102, I led a 40 member team who actively supported the USFK staff on the South Korean peninsula. I provided executive-level guidance to over 100 US and multinational professionals in support of fast-paced, high-tempo operations. As a Commanding Officer within Commander, US Second Fleet, I led a ten member team and associated planning efforts focused on Humanitarian Assistance / Disaster Response (HA/DR) missions as well as Defense Support of Civil Authorities (DSCA) related events.

Naples Area, Italy

As the C6F N52, Director for Africa Engagements, I led a diverse team of military and civilian professionals, and focused on all maritime planning and operational activities across the African Continent. Specific engagement areas included Africa Partnership Station (APS) and associated Theater Security Cooperation (TSC) efforts, including EXPRESS-series exercise planning, International Military Education and Training execution, and Maritime Domain Awareness efforts. Executed strategic shift from tactical-level training to operational force employment.

Joint Expeditionary Base - Little Creek

As the Officer-in-Charge (OIC) for a diverse eight-member headquarter team, and Mission Commander for upwards of 100 embarked personnel, I maintained tactical oversight (TACON) of all operations associated with SPEARHEADs maiden deployment to the European and African theater of operations. Efforts focused on Africa Partnership Station and included Afloat Forward Staging Base assessment, African Maritime Law Enforcement Partnership (AMLEP), Exercises Saharan Express and Obangame Express, and various Theater Security Cooperation initiatives.

Career accomplishments include: In direct support of Navy Surface Forces, I served as the Director of Surface Reserve Recruitment and Outreach, directly supporting C-level initiatives focused on junior officer retention. My efforts resulted in a 17 percent increase in officer retention over 24 months and the highest retention rate in seven years. I also led a geographically dispersed, seven-person team that facilitated the alignment of personnel skills to position requirements across the entire reserve surface force.- While assigned to US Joint Forces Command, I deployed to Al Anbar Province, Iraq, in support of staff short- and long term planning efforts, the Department of State Embedded Provincial Reconstruction Team (ePRT), and associated Civil Military Operations (CMO). I routinely conducted local CMO engagements throughout the city of Ramadi, assisting tribal sheiks in sustainment operations and local municipal government personnel in staff development. Additionally, in support of J7 training and exercise support, I led the development of a two-week training course focused on educating 40+ senior US and multinational officers in Strategic Studies.- While attached to US Fleet Forces Command, I supported Global Force Management, Defense Readiness Reporting, and Fleet Personnel Readiness initiatives, staffing Reserve Component personnel against Combatant Command (COCOM) mission requirements, and developing business rules for assessing personnel readiness across the Fleet.- Served as the Deputy, Assistant Chief of Staff (ACOS) for N3 and N7 while assigned to the Pentagon’s N3/5 Navy Operations Center - I also have a background in surface warfare operations, staff planning, and technical system instruction.

Project Manager supporting NAVSEA PEO IWS (Ship Self Defense System (SSDS)) - Managed a talented team of System Engineers and associated support personnel, coordinating NAVSEA Ship Self Defense System (SSDS) client support, internal office efforts, and program financials.--Provided technical and programmatic support to the PEO IWS SSDS/ACDS and VLS Program Offices, regularly interfacing with both supporting government agencies and DoD contractors.--Served as Action Officer for the CVN 77 Combat System Engineer effort, responsible for future requirements, baseline management, and platform integration.--As part of the Single Integrated Air Picture (SIAP) System Engineering Task Force, tracked SIAP and Open Architecture (OA) requirements as related to SSDS.--Interfaced with technical support agents, design agents and Participating Acquisition Resource Managers (PARMs) in system development, requirement analysis, budget justification, cost accountability, and feasibility of proposed solutions.--Drafted Budget Execution Plans, incorporating related engineering concept studies, industry and laboratory documentation, and technical recommendations.--Provided POM and PR support on a recurring basis, adhering to Planning, Programming, Budgeting, and Execution (PPBE) standards.--As Foreign Military Sales Team Lead, supervised a three-member team supporting 11 countries and numerous Foreign Military Sales Cases, providing Analytical and Technical support to the Surface Launching Systems Program Office.--Assisted in the development of Rough Order of Magnitude (ROM) and Pricing and Availability data, the preparation of financial documents, and case status reports by interacting with various Weapon Stations, Warfare Centers, and Hardware Contractors that support the Vertical Launching Systems (VLS) Program.

As Training and Scheduling Manager, coordinated all formal Standard Procurement System (SPS) training for the Department of Defense (DoD) and respective Service Teams.
