He has worked as a consultant for the past fifteen years in both the UK and Canada on a diverse range of projects. Most recently this includes managing the portfolio of UK Defence accounts for Methods Analytics including a multi year MoD Data and Analytics service. Previous accounts included: Athena Police data migration for a large police force, Business Intelligence managed service for Education sector client; Technical Architecture Assurance and requirements for Justice sector client; designing, implementing and testing online information and reporting systems for critical care and chronic disease management; and identifying and measuring benefits of the largest public facing NHS website in the UK - NHS Choices. Prior to consulting, worked for the Canadian Institute for Health Information analysing national health databases for annual hospital performance reporting. Well versed and has extensive experience using PRINCE2, PMI, Agile and SCRUM methodologies.

Principal Consultant - Insight AnalyticsMethods Jan 2013 - Apr 2014London, United KingdomSelected projects:Account Manager - MI/BI Managed Service. Methods Analytics provides a managed service for the provision of Management Intelligence and Business Intelligence specialist resources for a UK Government client. This involves a team of between 4 and 10 on site SQL, BI and DW developers who produce MI/BI reports using Microsoft SSRS, SSAS and SQL. Scoping of work packages occurs using an agile approach with rapid turnaround of deliverables over several iterations. Marc is the account manager and manages the provisioning of resources for the managed service.Technical Architect – Provided Technical Assurance as representative of MoJ/HMCTS for the Secure Data Transfer project. This was a multimillion pound project to migrate bulk submissions of court claims from an email based .csv process to a system to system secure solution using XML messaging and SOAP web services, directly integrating customer and supplier systems with the HMCTS Money Claims Online (MCOL) service, as well as other HMCTS core systems involved in the processing and handling of claims, warrants and judgments. This role involved sign-off of supplier design documentation, technical input into design and decisions requiring technical understanding, responding to customer and developer inquiries and participating in workshops with customer/supplier groups. -
ConsultantMott Macdonald Jun 2010 - Dec 2012Selected projects:NHS Trust: System, Care and Mortality Review. Project managed a team of clinicians and analytics consultants to investigate the underlying causes of heightened Hospital Standardised Mortality Ratio (HSMR) and Summary Hospital Level Mortality Indicator (SHMI) over the 2009/10 to 20011/12 period. Interviewed a diverse range of clinician, management and commissioning stakeholders from within the Trust, as well as community and primary care services in the area. Analysis performed using Dr Foster's RTM and other analytics tools. The project also looked at the contributing population health factors of local area.NHS Choices: Benefits Realisation and Measurement Lead. Nhs.uk is the main public facing website of the NHS. Liaised with customer insight and marketing teams from the commercial supplier (Capita), worked with cross government stakeholders (Business Link and Directgov), provided input into strategic outline cases, and measured each of the strategic benefits and objectives of the programme as identified in the business case through an excel dashboard. This also involved providing requirements for new metrics to web analytic providers (Hitwise and Webtrends), web survey companies and commissioning academic research. This work was identified as “world class” in an Office of Government Commerce (OGC) gateway 5 review.CQUIN Advisory. Led the development and definition of the 2010/11, 2011/12 and 2012/13 Commissioning for Quality and Innovation (CQUIN) indicators to be used by Acute, Community and Primary Care Trusts (PCTs), within the North East. This was achieved through researching existing and newly developed data sources, calculating baselines, and liaising with lead commissioners and clinical innovation team leads through a series of workshops with the purpose of finalising the indicators for inclusion in their NHS standard operating contracts. -
ConsultantCourtyard Group 2006 - Jun 2010Selected projects: Testing Manager - Alberta/Infoway Chronic Disease Management Dashboard and Summary (Viewer) project. Served as the testing lead for a jointly funded initiative between Canada Health Infoway, a Canadian national organisation with a mandate to establish a pan-Canadian framework of electronic health record systems, and the two largest health regions in Alberta (2008). This involved project managing two client testing teams in separate geographic areas along with the vendor development team (Orion Health), developing and executing a comprehensive test plan to ensure validity of dashboard reports, co-ordinating development releases and adhering to compliance specifications for integration into the provincial electronic health record (EHR) – Alberta Netcare. Through this engagement, honed project management skills and furthered business intelligence and reporting expertise through managing the validation and user acceptance testing process (UAT) with clinical, project and commissioning stakeholders.Report Lead – Ontario Critical Care Information System. Project managed and provided requirements to a team of developers to build Cognos business intelligence reports. The role also involved business analysis and providing UI/data entry/design specifications to the solutions provider (Navantis). Liaised with government clients, private sector contractors and vendor team members to ensure reports met both client expectations and were built and functioning according to agreed specifications. As part of this project, authored the Ontario Critical Care Bed Availability Report (Q1 2006), using data from a provincial registry of critical care bed availability as well as a provincial government audit of critical care beds in Ontario. -
AnalystCanadian Institute For Health Information 2003 - 2006Toronto, Canada AreaCIHI is a private, not-for-profit organisation with a mandate of providing essential data and analysis on the health system in Canada. Whilst at CIHI, co-produced the clinical utilisation and outcomes section of the joint Ontario Hospital Association, CIHI and University of Toronto annual Acute Care Hospital Report. This report was a balanced scorecard with the intention of evaluating hospitals in Ontario across a broad spectrum of criteria, including reporting on clinical, financial, systems integration and patient satisfaction indicators. The report provided a mechanism for public reporting on hospital performance and showcased high performing hospitals, along with the benefits key change initiatives can have on improving health outcomes and patient experience. Also managed the content and development of a Benchmarking website; including supporting users, compiling annual report data and co-ordinating site modifications and improvements with an e-solutions provider and external stakeholders. Performed extensive data analysis on the national Discharge Abstract Database (DAD) and the National Ambulatory Care Reporting system (NACRS) using SAS, as well as other CIHI data holdings, with the goal of improving clinical outcomes of care. Developed extensive expertise using ICD-10 clinical coding classification as well as other health care classification schemas such as HL7, CCI and CMG.
