The constabulary’s biggest crime demand is domestic abuse offences, and this is a crime area that is continuing to increase. The time it takes for officers to physically go and see a DA victim is increasing. A combination of waiting times and cancelled appointments are resulting in a loss of evidence, victims withdrawing their support and a loss of confidence in policing. There is also a risk that during this delay the victim could be subjected to further abuse. Rapid Video Response (RVR) is a dispatch model that has been proven via trials in other police forces to increase victim satisfaction and improve efficiency, by providing domestic abuse victims with an immediate video link to a uniformed police officer at the point of contact, rather than waiting for attendance. Hertfordshire’s RVR pilot will run for 90 days from December 2023. My role as RVR Sergeant is to review call logs to ensure the victim and circumstances of the call is suitable and eligible for RVR, then allocate to an RVR officer. At the conclusion or the RVR call, I’ll review the evidence captures, risk assessment and referrals, and then decide if the case needs to be referred urgently to the local CSP.

Halo is the Hertfordshire Constabulary team investigating the most serious cases of Child Sexual Exploitation, responding jointly with multi-agency partners to reports of serious CSE. Hertfordshire Constabulary's Domestic Abuse Investigation & Safeguarding Unit (DAISU) went live in January 2016. Based at Hatfield Police Station, DAISU is a county-wide team dealing with intimate relationship domestic abuse, so-called honour based abuse and forced marriage. Intimate relationship domestic abuse accounts for approximately 75% of all reported domestic abuse and is deemed to be that which causes the most harm to victims and can have the most serious consequences. Domestic abuse prisoners account for just under 25% of all live custody cases.

As a Child Abuse Investigator I performed a key role in delivering the Constabulary's Safeguarding objectives, investigating allegations of child abuse, including sexual, physical and neglect offences. I've knowledge of safeguarding frameworks and a proven ability to engage partner agencies and other professionals and where appropriate involve them in a risk assessment and risk management processs. To fulfil this role it was essential that I had a child-centred approach and an understanding of children’s rights, needs and best interests, as well as up to date child protection best practice, research and legislation. My role included investigating both recent and historical offences, assessing the suitability of complainants and witnesses for interviews and liaising with social, health and teaching professionals to assess risks and ensure the safeguarding of children. this included conducting interviews for risk assessments as well as for criminal investigations. I was relied on to make quick decisions during live investigations and feed my actions and rationale back to my Sergeant or to a Children’s Services Practitioner. Due to the sensitive nature of the offences I investigated, my interviews of victims, witnesses and suspects were carefully planned and conducted. As well as preparing thorough files for my own cases for the prosecution process, I often completed case summaries and handovers for other agencies and Police forces when conducting enquiries on their behalf. The requirement for action in child abuse cases creates obligations at every stage of the police response. These obligations apply when taking reports of concern for children and throughout the process of investigation. They also include the multi-agency response for safeguarding, and in particular, under section 11 of the Children Act 2004, a statutory obligation on the police service to safeguard children. A thorough investigation is conducted in all cases.
