Led 385-employee (union, non-union, and contract) division in support of an industrial complex and hospital campus. Included military project managers, construction managers, design managers, engineers, architects, contracting specialists, contracting officers, performance assessment representatives, and support staff. Responsible for executing design services, acquisition, contract administration, and oversight for all construction and facility support contracts on Naval Support Activity (NSA) Norfolk Naval Shipyard, its annexes, NSA Hampton Roads Naval Medical Center Portsmouth Annex, and Harvey Point, NC. • Met schedule and budget goals over 90% of the time for the $300M annual shipyard and hospital portfolio.• Marshaled acquisition, legal, and technical expertise to secure critical Surety Takeover Agreement on a defaulted high interest, historic renovation project avoiding $6.9M in re-procurement costs. • Postured staff and additional contracts to execute 172% beyond organic capacity to meet fiscal deadline resulting in the delivery of an additional 58 critical projects. • Improved reliability on an aging fleet of 80 elevators through increased accountability and documentation. Reversed a 5-fold increase in entrapments and a declining trend in certifications.• Conducted intense negotiations to definitize an $8.7M mod on a high profile $44M Exterior Renovation project. Overcame numerous challenges to complete within schedule and budget.• Delivered 2 of 5 phases on a $166M Pier replacement project on schedule and on budget. Set conditions for future project success.• Orchestrated 3 emergent and high interest dry dock repair projects valued at $52.6M during a tight 3-month window flanked by time-sensitive nuclear submarine overhaul work. Repairs exceeded expectations and achieved schedule and cost targets.
