Provides senior financial management support to the PEO IWS 3C BFM for the Procurement of Ammuntion, Navy and Marine Corp (PANMC) appropriation. Monitors all PEO IWS3C budgeted resources through the PBIS and advises the BFM of changes to budgeted resources. Researches and provides backup information on all Navy budget issues affecting program requirements and assists in preparing reclamas/justifications as required. Directly responsible for the preparation and submission of the PANMC budget. Ensures all submissions are accurate, defensible and on-time. Coordinates annual Congressional Staffer Briefs and provides all financial data information to the program manager for incorporation. Oversees the organization’s budget execution for the PANMC appropriation. Maintains execution and program tracking controls for all active year appropriations. Controls are maintained to reflect NAVSEA01 execution changes (e.g. CNO Reserve/NAVSEA Reserve and corporate operations (CODB) requirements). These controls provide current financial program status which assist the BFM and Program Manager in preparing and updating spend plans to reflect allocation/budget control adjustments. Prepares monthly spend plan updates which reflect spend plan requirements, obligations and expenditures. Report ensures that obligation and expenditures track against stated benchmarks. Coordinates with field activities to ensure accurate and timely obligation posting. Monitors expenditures to forecast carryover across fiscal years. Coordinates the annual Mid-Year submissions for all PANMC programs. Directly prepares the PANMC Mid-Year submission. Coordinates preparation and review of TPSs for all IWS3C program budgeted and non-budgeted resources. Prepares Task Planning Sheets and Obligation Phasing Plans and updates throughout the year. Executes program requirements using various financial systems, such as ERP, PRISMS/AUTODOC and STARS.
