Principal responsible for the Food Safety Management System based on FSSC 22,000 Standard. Advisor on all technical and administrative aspects related to export processes and Sanitary Measures.

I served as a consultant facilitating the opening of export markets in the sanitary sector and implementing ISO 22,000 standards. In 2007, amidst the foot-and-mouth disease outbreak in Bolivia, I successfully navigated regulatory challenges to reopen closed markets for the company. My responsibilities included strategic planning, regulatory compliance, and implementing quality management systems to ensure compliance with international safety and quality standards.

Delegation of the SENASAG National Directorate in the government headquarters of La Paz (the Service's headquarters are in Trinidad). Responsible for coordinating with public, private, international institutions, and embassies in La Paz related to the Service. Development of negotiations in the field of Sanitary and Phytosanitary Measures for the commercial opening of Bolivian agricultural and agro-industrial products. Notification of SPS measures to the WTO through the Ministry of Foreign Affairs. National contact point for SPS in the National Information Service. Technical support to the National Animal Health Unit in the development of specific norms and programs for disease control and eradication. Official representation of the National Director and technical units of Animal Health, Plant Health, and Food Safety in all meetings held in the government headquarters or abroad as required. Bolivia's representative in the SPS Working Group in various trade integration agreements. Monitoring of project management and financing.

First National Chief of Animal Health at the National Service of Agricultural Health and Food Safety (SENASAG), Bolivia. Responsible for managing national policies, norms, and programs in animal health. Bolivia's representative to the World Organization for Animal Health (OIE), the Technical Committee on Animal Health of the Andean Community (COTASA), the Plata Basin Agreement, and bi-national meetings on animal health. Developed and implemented the Livestock Quarantine System, National Epidemiological Surveillance System, and National Registry System for Livestock Inputs. Led national programs on Foot-and-Mouth Disease, Avian Health, Camelid Health, Brucellosis, Tuberculosis, Porcine Cholera, Rabies, and others. Managed the international recognition of Bolivia's first zone free of Foot-and-Mouth Disease. Negotiated sanitary protocols for the access of livestock products to international markets.

Contracted to integrate the Foot-and-Mouth Disease Program into the structure of the National Service of Agricultural Health and Food Safety project. Both projects were initially developed independently and required consolidation into a unified initiative. Provided support in meeting prerequisites for SENASAG and PRONEFA funding. Prepared Terms of Reference for staff recruitment. Contributed to the legislation establishing the Service. Assisted in project presentations to stakeholders and funders.

Provided support to the government in Foot-and-Mouth Disease, food safety, and zoonoses. In Foot-and-Mouth Disease, coordinated the elaboration of the General Studies Project for the design and implementation of the Foot-and-Mouth Disease Program in Bolivia, in collaboration with PANAFTOSA and MACA. In food safety, conducted training activities, developed Bolivia's HACCP manual, and organized the first Food Safety Fair. In zoonoses, collaborated on the National Rabies Program and conducted a Technical Cooperation among Countries (TCC) on fascioliasis. Promoted the development of the Tripartite Committee on Animal Health between Bolivia, Chile, and Peru. Provided support to universities and the Ministry of Health, particularly to INLASA.
