Lead management and implementation of a security sector capacity development project portfolio in West Africa, including strategic planning, management of project delivery performance, results monitoring, and donor reporting. Oversee implementation of a USD 4.5 million security forces training institutions reform project in Mali and of a USD 4.4 million community policing project in Burkina Faso, Mali,Niger, and Senegal, providing technical guidance, analytical support, and strategic coordination to field teams. Based in Dar es Salaam, provided partnership development and resource mobilization advice for the funding of ongoing rural community-led water sanitation and agricultural income-generation projects in the Kigoma region. • Formulated a stakeholders and funding partners mapping; performed a funding analysis to identify available resources, funding gap, and fundraising targets per donor category; developed a fundraising strategy and action plan; produced targeted communication material and ensured its multi-platform dissemination. • The project delivers inclusive, gender sensitive training to local communities to drill bore holes and build rope pumps in order to access clean water, empowering youth beneficiaries and enabling income-generation agricultural development that is resilient against climate change in the Kigoma region.

Facilitated MONUSCO SSR Division Retreat session on strategic priorities and advised the development of a results framework to articulate strategic axes of SSR support.• Advised the design and assisted the formulation process of an interim SSR Strategy outlining key priorities, approaches, implementation modalities and incremental phases (pre-electoral and post electoral context) within an 18-months timeframe;• Developed a Result Framework for the interim SSR Support Strategy translating strategic priorities in measurable results with indicators of progress, in order to strengthen results-orientation;• Prepared an updated mapping of SSR activities, actors, stakeholders, international partners;• Established, developed, and coordinated the UN SSR Working Group and external partners coordination platforms; provided advice to strengthen coherence of delivered assistance to the SSR process; and prepared thematic proposals on critical SSR issues;• Developed Terms of Reference for the establishment of an external partners coordination platform around SSR issues to strengthen coherence of strategic messages of the international community at the political level and to promote stronger policy advocacy vis-à-vis national counterparts. Advised on NATO decision-making processes for operational conduct and developed an advocacy strategy for the uniform implementation of Allied Civilian Casualties Compensation Policy in Afghanistan, centered on the establishment of an ad-hoc monitoring platform and lessons-learned reporting mechanisms at tactical level.Drafted updates on security sector reform programmes conducted by ISAF, with a focus on the training schemes for the Afghan National Security Forces addressing the issue of civilian harm, in order to identify opportunities to advance CIVIC’s humanitarian mandate. Drafted and authored briefing reports, situational assessments and media digests in support of Parliamentary Assembly members taking part in the OSCE Election Observation Missions in the Western Balkans (Serbia, the Former Yugoslav Republic of Macedonia, and Albania) and liaised with partner institutions, such as the Council of Europe. Provided analysis of electoral cycles and political developments in the Western Balkans and Southern Caucasus, including the negotiations on Nagorno-Karabach within the OSCE Minsk Process framework, to inform the medium-term planning of the OSCE PA human dimension activities. Conducted research on electoral governance to advise the deliberative process of the Parliamentary Assembly’s Committee on Democracy and Human Rights. Assisted the organization and participated in the execution of the XVII Annual Session of the OSCE Parliamentary Assembly held in Astana, Kazakhstan, in preparation of the country’s OSCE Chairmanship in 2010. Planned and implemented the regular sessions and high-profile hearings of the Committee on Foreign Affairs Working Group on UN-EU Relations. Prepared summaries and presentations for the Working Group’s meetings on the EU contribution to post conflict management and peace-keeping operations and drafted related minutes and verbatim records. Researched and produced studies and policy notes on EU Foreign Relations, focusing on EU democratic governance promotion initiatives in the Middle-East to support and advise the Committee’s legislative initiative, working in close consultation with special rapporteurs and parliamentary political groups.
