At this position, my main achievements were:• To design and to propose E&P blocks for Round One (1.1, 1.2, 1.3 and 1.4) and Round Two (2.1, 2.2 and 2.3). In the cases of rounds 1.4 and 2.1, the bidding blocks were defined with the nomination process implemented by my administration. • To design, to develop and to propose the Five Year Plan for Bidding of E&P areas 2015-2019 and to execute its assessment and modification process through surveys and nominations with the industry and local governments. • To coordinate the definition of the proposal of Restricted Areas for E&P activities issued by the Mexican President in December 2016. The areas under moratorium include: Mangroves and Ramsar Sites, Selva Lacandona, Peninsula de Yucatán-Caribe Mexicano-Riviera Maya and Coral Reefs of the Gulf of México and Caribe Mexicano. • To propose the endorsement of Mexico to the “Zero Routine Flaring by 2030” World Bank Initiative with which Mexico committed with a more responsible use of its natural resources and minimize the negative effects caused to the environment of oil and gas operations. • To propose annually the official oil and gas production scenarios for the next 5 year period. This information is a critical input for defining the national economic planning.• To interact with the Ministry of Economy for the definition of local/national content requirements and the industrial development policies for E&P.• To administrate 490 entitlements (489 that Pemex was awarded in Round Zero), to propose new entitlements and to amend existing ones; • To give technical and financial opinion about Pemex’s entitlement migration requests (Farm-out, CIEP y COPF), • To define and coordinate the reservoir unitization processes; • Others

As Senior Advisor to the Undersecretary of Hydrocarbons, I participated in the design and implementation of the Energy Reform and its Secondary Legislation 2013-2014, mainly in the E&P matters such as Petroleum Contracts, Industrial Safety and Environment Protection, Metering, Reserves and Resources and Regulation. My main achievements were:• To collaborate in the design of the new E&P sector which involved the creation of 21 laws and 26 bylaws that regulate E&P activities such as the Hydrocarbons Law and its Regulation; the Agency for Industrial Safety and Environmental Enforcement Law; the Energy Regulatory Agencies Law, among others. • To collaborate in the design and execution of Round Zero in which Pemex was awarded with 489 entitlements for E&P activities. • To participate in the design of the bidding guidelines as well as both the first production sharing and the first license contracts in Mexico’s history. The final versions of the contracts signed at the bidding process were the outcome of a continuous improvement approach in their development.• To collaborate in the new institutional design for the Ministry of Energy in exploration and extraction matters.

Deputy Director General For The Undersecretary Of ElectricityMinistry Of Energy (Sener) May 2013 - Feb 2014Ciudad De México Y Alrededores, MéxicoFrom my achievements in my previous position, I was invited by the Undersecretary of Electricity, Dr. Lourdes Melgar, to implement a systematized approach for the analytical management of the sector´s information that served as a main input for energy policy definition. Despite, there was no information management in the office, my main achievements were:· To design, to develop and to administrate data flow from the industry to SENER and to the general public at three stages: (1) to control and to validate the information inflow though Extract, Transform and Load processes (ETL) made with Excel and Access advanced tools (pivot tables, macros and multiple consolidation ranges); (2) to store, to maintain and to administrate the validated data in SQL-Server database; and (3) to develop analytical reports through Excel pivot tables connected to SQL Server database through ODBC connection technology. · To propose a Business Intelligence Project for assisting the administration of information flow from the electricity sector to SENER. Despite this project was proposed initially for the Undersecretary of Electricity, the project has been scaled up and its new scope covers all units at SENER.· To coordinate all units of the Undersecretary of Electricity in administrating their data and establishing measures of quality control of the existing data sources and other requirements, with the objective to create a high quality institutional database.· To design and to develop periodic analytical reports of electricity sector including the following: Electricity generation and capacity of all plants at the national level. Economic dispatch of the electricity system. Prices and subsidies to electricity consumption by municipality. Financial and operational reports of the State Own Enterprise. Reports on costs and fuel price reports.· To implement geographic analysis and reporting techniques using Geographic Information Systems (GIS) platform (ArcMap).

As the Director of Data Analysis, my main achievements were:· To design, to develop and to administrate the oil and gas data flow from the industry to CNH and to the general public at three stages: (1) to control and to validate the information inflow though Extract, Transform and Load processes (ETL); (2) to store, to maintain and to administrate the validated data in SQL-Server database; and (3) to develop analytical reports. · To lead the process of designing the official formats with CNH’s industry counterparts for data collection of the operations in the oil and gas industry. · To obtain both Microsoft’ acknowledge as success case and CNH presidency’ designation as the candidate project to compete for the National Transparency Award in 2012, given that it was an outstanding achievement for oil and gas industry transparency without any additional financial resources. · To develop the statistical and data mining methodology for the definition of oil and gas project portfolio for the application of non-conventional oil production technologies (Enhanced Oil Recovery) using geological information, with the application of statistical and data mining modeling (linear models, decision trees, clustering and Bayesian estimation). See a publication attached.· To lead the evaluation of risk analysis behind offshore oil and gas operations: statistical simulation, worst-case scenario methodology and financial coverage. · To participate in the elaboration of Annual Reports and other Federal Government documents and monitoring reports such as: The Energy Sector Program, The Oil and Gas section of the National Development Plan and the contribution of CNH to the National Energy Strategy which is elaborated annually for the approval of the Mexican Congress. -
