Management of the institution's strategic projects, and responsible of planning their design, execution and monitoring, aiming towards the achievement of the institutional and national government objectives.The role required working closely with the main stakeholders of strategic urban development projects all over the country. This demanded interaction at different levels and of diverse nature, from direct beneficiaries to high ranking government and institution officials.Among the main projects managed: San Francisco, Mariano Roque Alonso, Costanera Norte of Asunción, Costanera Sur of Asunción, Urban Commuting Train, among others.

Experimental characterization and modeling of the behavior of oil well cement paste. Main developments are oriented to the analysis of cement sheath integrity. We developed a complete modelling framework for the hydro-mechanical behavior of an oil well cement paste from its earliest age to its hardened state. The thesis involves both constitutive modelling and experimental characterization.Some of the main results are:- Formulation of hydration kinetics models, essential since hydration degree is closely related to the evolution of the most significant physical properties of cement-based materials.- Development of constitutive laws for the mechanical behavior in the framework of reactive porous media. The cement paste is modelled as a multi-phase porous material with an elastic-viscous-plastic constitutive law, with mechanical parameters depending on the hydration degree. - Software implementation for the analysis of the integrity of the cement paste in oil well conditions., and include:1. Modeling of cement paste from its early age to hardened state with a comprehensive constitutive mechanical model.2. Theoretical and experimental study of the evolution the hydration of cement pastes at HP/HT conditions.

Analyzed the effect of drilling fluids on the load bearing capacity of pile foundations. Together with the engineering team of Soletanche Bachy laboratories, we designed and performed experimental tests to investigate the limit shaft friction loads of piles bored with either bentonitic of polymeric mud.The results were applied in the verification and validation of the pile foundations of the Mall of the Emirates in Dubai.

Leader of the engineering team involved in the planning and execution of telecommunication infrastructure for TIGO Paraguay - Millicom and drinking water provision for SENASA (National Sanitation Service). The job involved:- Revision of the project design, planning and budgeting at the technical office - Supervision and management of the construction projects on site, ensuring the execution in accordance with the scheduled plans and technical specifications, from the foundations to completion.
