Marco Avila is experienced in providing engineering and program management services for major infrastructure projects in the public and private sector, including transit, highways, bridges, Public-Private Partnership and telecommunications. He has served as program manager for mega projects overseeing quality assurance, quality control for the development of procurement processes, procedures and overall program/project coordination. He has served as third party program manager coordinator on a mega P3 project. As a program manager, Marco has developed new procurement processes and procedures as well as new templates/checklists and worked directly with the client to make sure the QA/QC process is implemented. These templates include Invitation for Bids (IFB) and Request for Proposals (RFP) for construction, maintenance and service contracts, and Request for Qualification (RFQ). By standardizing these templates, the client was able to reduce the procurement process drastically. He has a consistent track record of cost-effective project delivery under demanding circumstances. He has served as Project Engineer for the design of a variety of highway improvements where his responsibilities included the development of plans for utility agreements, right-of-way (ROW), geometrics, and maintenance of traffic. He has experience in bridge inspection services for a variety of structure types. He has managed fast-track telecommunications construction projects, where his responsibilities included coordination of ROW activities, performance of feasibility studies, development of route alternates, and production of construction documents. Marco has extensive experience using a web base secure Internet-based collaboration tool that allows project teams of all sizes to communicate easily regardless of their location. Marco has strong interpersonal and project management skills, strong computer skills, fluent in Spanish and speaks Portuguese.

On behalf of the Board of Directors for the Maryland Hispanic Chamber of Commerce (MDHCC), it is my distinct honor to lead for the 2nd term the MDHCC as the 2019-2026 Chairman of the Board and President. I am sincerely humbled, gracious and excited about the plans in place to continue the grow of the Chamber and deliver on our goals, strategic plan for economic development, and other stated objectives.As your new Chairman and with the help of the new Board of Directors, we intend to focus on keeping our members beyond satisfied and most importantly, introducing new programs that can benefit our members, following our mission and vision in promoting the establishment, growth, prosperity and retention of Hispanic Businesses, and those entities, and persons that support them in the State of Maryland.Furthermore, we have created a MD Hispanic Chamber Foundation (MDHCF) that provides Scholarships to Hispanic Students throughout the State of Maryland. Four components have been established: Scholarships for High School Students, College Students, Trade School Students, and Special Projects (i.e. Charitable/humanitarian projects). Stay tuned as more information becomes available.As we continue to grow and improve, we at the MDHCC are excited about our internal restructuring, new partnerships, leadership and passion provided by our new Board of Directors. Marco Avila has been volunteering for over 26 years in medical and dental missions in Latin America and around the world. Started 1995 as a translator, he devoted his spare time to volunteer every year. In 2007 along with 3 other volunteers he was one of the founders of The Healing Hands Foundation (THHF) www.thhfoundation.org and he serves as the CEO. THHF is a non-profit organization that provides medical services to children around the world. The mission of The Healing Hands Foundation is to sustainably provide high quality surgical procedures, medical treatment, dental care, and educational support in under resourced areas worldwide. We establish strong in-country partnerships to involve local communities in our activities: treating patients, improving health care infrastructure, and providing needed medical training to surgeons, doctors, and community health care workers. Going beyond providing direct patient care, we aim to create a long-term impact, empowering impoverished countries to improve the health and quality of life of their own people.

Serve as a Trustee of the Engineers Society of Baltimore Education Foundation. The ESB offers scholarships and loans through the Engineers Society of Baltimore Education Foundation to serve its goal of supporting talented Baltimore Metropolitan Area high school students who want to become engineers.

The Pink Petals Foundation will focus on reconstructing women after their breast mastectomy. Providing women with reconstruction for symmetry of the breast, especially if they are unable to pay for their surgery due to no insurance, or financial constraints. The deformity may be due to cancer, trauma, burns, or congenital birth defects. Funds will strictly be used for their surgery, facility, anesthesia, post op care, future revision surgery, and complications due to reconstruction. The need will be distributed on a financial need bases, and priority of severity of defect. This will be voted on by a board of well informed breast cancer advocates and without bias

Highway Engineer: Responsible for the design for roadway geometrics, striping, tie and alignment, and construction details, preparation of right-of-way plans, deck replacement design, traffic studies and development of stage construction plans to mitigate traffic impact during deck replacement operations, design of pier protection plans, typical sections, cross sections, and quantity take-offs, utility relocation design plans for electrical, fire, sanitary and police lines, maintenance and protection of traffic design.
