Former Vice President for National Security Policy at Verizon Communications, former Senior Vice President and Chief Security Officer at the North American Electric Reliability Corporation, and former Deputy Director for Research at Auburn University’s McCrary Institute for Cyber and Critical Infrastructure Security. Retired from the United States Army in 2002 following a distinguished, 20-year military career including service with the DoD Joint Task Force for Computer Network Defense in 1998-2002. Named a Distinguished Member of the US Army Signal Regiment in 2017, was a member of the Commission on Cyber Security for the 44th Presidency in 2008, has testified before the US Congress, and served as the director of the all-volunteer SANS Internet Storm Center from 2003-2010. Was the Vice Chair of the State, Local, Tribal and Private Sector Policy Advisory Committee (SLTPS-PAC) of the United States Archives, and was a member of several other federal government policy advisory committees. Marc was appointed by President George W. Bush to serve concurrently on the staff of the National Security Council as the Director for Communication Infrastructure Protection in the White House Office of Cyberspace Security, and on the staff of the President's Critical Infrastructure Protection Board. As a member of the White House staff, Mr. Sachs coordinated efforts to protect and secure the nation's telecommunication and Internet infrastructures, leveraging expertise from United States government agencies, the domestic private sector, and the international community. He also participated in bilateral and multilateral talks with officials from Australia, Canada, the Netherlands, and the United Kingdom to develop policies for protecting cyber and physical infrastructures. In response to commitments made by the President during the September 2002 APEC Leaders' Summit, he developed the initial concept and strategy for the creation of the United States Computer Emergency Response Team. The US-CERT was launched one year later at DHS and was modeled on many of Marc's concepts and vision.

Major Sachs retired from the United States Army in January 2002 after serving over 20 years as a Corps of Engineers officer. Commissioned as a Regular Army officer in December 1981, his initial assignments were with Army bridging units (565th Engr Bn (AFB), 93rd Engr Co (MAB), and the 902nd Engr Co (Ribbon)), and with the US Army Engineer School where he authored and taught several courses in non-standard fixed bridging. He was also a Project Engineer in the Europe Division of the Corps of Engineers and served as the Brigade Engineer of 3rd Brigade, 3rd Infantry Division. He specialized during the later half of his career in computer network operations, systems automation, and information technology with assignments as the Automation Management Officer of the XVIII Airborne Corps and the 4th Infantry Division. In 1998, he was selected by the Secretary of Defense to serve with the Defense Department's Joint Task Force for Computer Network Defense, a small organization created to defend the DoD's computer networks from foreign intrusions. At the JTF, he was the Senior Operations Analyst and Technical Director, and was responsible for investigating and preparing defensive strategies for several high-profile computer network incidents. His military assignments include tours to Karlsruhe and Vilseck Germany, Ft. Belvoir, Ft. Bragg, Ft. Gordon, Ft. Hood, Ft. Leavenworth, Ft. Leonard Wood, and Washington D.C., as well as deployments to Haiti and Panama.
