Consult and advise public and private entities with regard to community, internal, and government relations communications initiatives. Developed and led three community government cable television channels serving the needs of each member city. Negotiated and managed telecommunications and multi-channel video provider contracts for a joint-powers agency serving the Cities of Huntington Beach, Fountain Valley, Westminster, and Stanton. Managed all administrative and operational employees/contractors for the organization. Served as executive producer for numerous documentaries, talk-shows, magazine programs, and live event coverage with overall responsibility for media content, management, and financial administration. Petitioned federal/state agencies and legislative bodies regarding regulatory compliance issues. Drafted and managed organization’s operational and capital outlay budget of $950k.

Managed the City’s telecommunications policy and video service provider franchise initiatives. Recruited, trained, and supervised all original employee and contract personnel, while creating the organization’s first video services office. Led all production staff and oversaw concurrent projects focusing on the communications strategies developed for the organization. Coordinated with broadcasters for use of video footage and joint City/broadcaster productions to promote overall communications strategies. Promoted community and business development by establishing and enforcing telecommunications policies to ensure the highest standards of service and content delivery. Managed critical information, including analyzing agreement contract performance and vendor compliance for numerous services.

* Conducted Cable TV contract administration, compliance auditing and technical systems design.* Served as on-site contractor for cable television regulatory administration for Cities of Beverly Hills, Santa Ana, Irvine, and County of San Bernardino.* Performed statistical analyses, compliance audits, and provided policy recommendations for numerous local governments throughout Southern California.* Designed multiple robotic camera systems for local government public meeting coverage.
