Operating in a heavily-regulated industry and carefully-governed IMS-compliant environment, I lead multi-disciplinary teams of unit managers, subject-matter experts, contractors and consultants on complex and high-profile initiatives, shaping strategy and improving customer-facing services to Belfast households and businesses. Achievements include:• New service introduction: Managed an OJEU procurement exercise and coordinated the transition of 55,000 households to a new recycling scheme, on time and to plan, thereby increasing the city’s recycling rate by 4%.• Technical guidance for Northern Ireland: Led a multi-disciplinary team and negotiated with legislators to develop technical guidance which is now used by architects, in conjunction with the NI Building Regulations, to ensure good quality design for waste storage and access in all new builds province-wide.• Strategy development: Currently shaping the CounciI’s ‘circular economy’ strategy for Belfast, an initiative which is expected to create a more sustainable pattern of consumption, production and waste, and create up to 4,000 jobs in the city by 2030.• Performance optimisation: Oversaw the optimisation of recycling in 300 apartment blocks across Belfast, thereby increasing the city’s recycling rate by around 0.5%, in an approach which has been showcased as industry best practice.• Programme management: Co-ordinated delivery of the Zero Waste Action Plan comprising 8 diverse initiatives which increased the city’s recycling rate from 32% to 44% over 3 years.• Operations management: Assumed management of the Council’s waste collection service, serving 120,000 households (at that time) and 5,000 businesses, during a period of profound upheaval, as recycling was being introduced city-wide and all of the collection routes were being revised.
