The National Endowment for Democracy (NED) is a private, nonprofit foundation dedicated to the growth and strengthening of democratic institutions around the world. Each year, NED makes more than 2,000 grants to support the projects of non-governmental groups abroad who are working for democratic goals in more than 100 countries.

Served as the Office Head and Supervisory Contracting & Agreement Officer overseeing a Mission award portfolio, cradle-to-grave, valued at nearly $200 million. I managed a professional staff of three charged with implementing significant U.S. Foreign Assistance programs in Sri Lanka and Maldives under the U.S. Indo-Pacific Strategy framework primarily focusing on governance, energy and economic growth-related issues.

Rome Area, Italy

Served as the USAID Principal Officer and the Counselor for Development Affairs to the U.S. Mission to the United Nations (USUN) in Rome. I primarily promoted US Government policy interests at the UN Rome-based headquarters of the World Food Programme, the Food and Agriculture Organization and the International Fund for Agricultural Development. I directly supervised six staff professionals and we were integral to USUN managing the $3 billion US humanitarian assistance program, including aligning the work of the UN Rome-based food agencies with the $1.2 billion US Feed the Future Initiative led by USAID.

In short, I got everyone on the 'same page' in strategically integrating STIP - Science, Technology, Innovation & Partnerships principles into country-level development strategies and project activities.

Tirana, Albania

Served as the Principal Officer of USAID in the Republic of Albania. Managing a staff of 20 professional US and Albanian nationals, I oversaw strategy and implementation of US Government Foreign Assistance calling for promoting European integration through a range of medium- to long-term development programs in Democracy & Governance and Economic Growth. The primary sectors of implementation included rule of law, agriculture and tourism as well as legacy e-health related project activities. I led the design of a new $12m public-private partnership initiative in concert with the Swedish Embassy and the Albanian private sector. The portfolio value was nearly $70 million in 2015.

Kabul, Kabul Province, Afghanistan

Served as an Office Head and Supervisory Contracting & Agreement Officer with unlimited warrants overseeing an active portfolio cradle-to-grave valued at $4.5 billion. Managed a staff of 65 U.S., Afghan, and third country nationals charged with implementing most of the U.S. Foreign Assistance program in Afghanistan. The Mission, based in Kabul, is the largest one in the world by all measures for USAID.

While Deputy Director for the Office of Acquisition & Assistance (OAA) in Washington I oversaw recruitment and assignments of 130 professional staff for overseas operations at field missions. As a senior staff member in OAA, I provided policy guidance related to new U.S. Federal acquisition (contracts) and assistance (grants) initiatives. In addition, I led a team of A&A professionals in crafting an innovative Global Grand Challenge initiative in Education and Health for the USAID Administrator yielding over 2,000 proposal submissions resulting in two dozen awards to move the Agency's development agenda.

As the Senior Advisor to the Deputy Director, Overseas Operations, I provided ad hoc expert management operations assistance to 35 field-mission procurement offices on restructuring critical A&A functions. My primary focus included recruiting non-US procurement professional staff for some of our most challenging assignments -- Afghanistan and Pakistan.

Nairobi County, Kenya

Supervised the A&A office at the USAID/East Africa Regional Mission in Nairobi, Kenya. My responsibilities included managing A&A awards cradle-to-grave in 12 East Africa countries with a combined portfolio valued at more than US$800 million. (My A&A warrant level was US$500 million.) The Nairobi staff consisted of 25 professional members (7 Foreign Service officers/18 Kenyan nationals) with an additional half dozen personnel in other neighboring countries. Concurrently I served as the cognizant Contracting & Agreement Officer for USAID/Rwanda, remotely supervising a subordinate Senior A&A Specialist (resident third country national) and a Rwandan national based in Kigali. The Mission portfolio was valued at US$90 million and included implementing a MCC Threshold Program (2008-2011).

New Delhi, Delhi, India

Served as Director of Acquisition and Assistance for the South Asian countries of India, Sri Lanka and Maldives with a portfolio value exceeding US$100 million annually. One highlight was assuming the leadership A&A role in design and implementing a new, phased project instrument type in the aftermath of the 2004 Indian Ocean Tsunami. I designed and used a single underlying mechanism built for combining emergency, transition and long term development stages of recovery, maximizing USAID resources while maintaining exceptional project continuity. I implemented a wide range of emergency and humanitarian aid relief projects for all three affected countries under a US$160 million Supplemental Funding.

Bamako, Mali

Served as the cognizant Contracting and Agreement officer for USAID/Mali, Niger and the West Africa Regional Program based in Bamako. Implemented a new multi-year country strategy worth over US$200 million and supervised a staff of four professionals. The highpoint of my tenure was marked by receiving the USAID Administrator's first Global Development Alliance Leadership award in 2004 for bringing together an American-Malian public-private alliance, significantly increasing domestic sugar cane production.

Almaty, Kazakhstan

Served as the first Contracting and Agreement officer for USAID in the Central Asia Region Mission, establishing the physical A&A office in Almaty, Kazakhstan; hiring three professional A&A staff members and transferring the portfolio from USAID/Russia. The regional portfolio implemented long term development projects in a range of sectors with performance in Kazakhstan, Kyrgyz Republic, Tajikistan, Uzbekistan and Turkmenistan. In addition, I designed and implemented US$43 million in emergency and humanitarian projects in Tajikistan, Uzbekistan and Afghanistan immediately after September 11, 2001.

Moscow, Russia

Served as the junior contracts officer responsible for cradle-to grave of acquisition and assistance awards with performance in five Central Asian countries. Secondarily I provided backup support to the Supervisory Contracts Officer for the Russia portfolio.
