As the Investment lead, I lead IBST for proposing, planning, and executing infrastructure investment programs that are sponsored/funded by various resources. I provide programmatic leadership and guidance to all the investment project leads that are funded with either MRTFB or NWCF resources. I interact with both OSD, NAVY Competencies, and other Services on a continuous basis from inception through execution of investment projects. I work directly with OSD Test Resource Management Command (TRMC) for Central Test and Evaluation Investment Programs (CTEIP), which provides common capabilities throughout the test and training communities to enhance the sharing of resources and links between test and training ranges/facilities, as the AIR 5.4 program lead. The investments provide funding to enhance and provide the capability required to execute the developmental and operational test phases of the programs. This includes the support of Model Based System Engineering, Capability Based Testing and provides an environment for Live Virtual Constructive distributed T&E.

MQ-4C (Triton), ACAT 1D, APMT&E responsible to the PMA-262 Program Manager for the overarching planning and execution of developmental test (DT) and operational test (OT) programs. Subject matter expert on all test and evaluation matters representing the PM in meetings with DoD, CJCS, SECNAV, OPNAV, Operational Test Forces and contractors. As the APMT&E, I provide guidance on acquisition strategy and acquisition process to the program manager.

AIM-9X Sidewinder IPT lead, responsible for executing the joint USN and USAF ACAT 1C program, in addition to ensuring requirements for Foreign Military Sales (FMS) customers are planned and executed. I led and was responsible for all life-cycle phases of a program. As part of the Executive Leadership Team for PMA 259, I interacted with the AIM-9M and AIM-7 leads to provide synergy between the 3 programs and to facilitate common resources and contract actions. Additionally, responsible for ensuring that objective customers and requirements have a viable means to be integrated into the program without any interruptions and efficiency loss. Responsible for establishing and executing the "Should Cost Strategy" to reduce weapon unit cost; including hardware as well as addressing processes and resources required to execute the development, production, and supportability aspects of the program.
