Provides advice on strategy and engineering related to DoD’s 5G use cases, infrastructure alternatives, technology gaps, and capability deployments.

Supports and advises the technical and programmatic activities of a DoD CIO led interagency task force chartered to optimize the transport infrastructure for Airborne ISR, including satellite communications, fixed and tactical gateways, airborne platform terminals, terrestrial networking, video dissemination, computing/storage resources,, NETOPS, and cyber security processes. Leads the team’s support for the migration of Project Maven machine learning processing to secure cloud facilities.

Led high-energy team managing Avaya’s accounts for USAF, ANG, DISA and other DoD agencies. Orchestrated sales, engineering services and operational support activities for JITC-certified voice systems and base level data networking solutions. Shaped Avaya product/service offerings and sales strategies to support USAF’s migration from TDM to IP based voice systems and the DoD’s transformation of voice services from an on premise to a hosted or cloud delivery model. Completed the buildout of and fully operationalized DoD’s new backbone switch network for IP voice services, assisted the ANG in a complete upgrade of their base level networking hardware, guided 100+ USAF and ANG installations in modernizing their voice systems, and drove the first to market enterprise voice service in DoD. Team exceeded sales targets in 7 of 9 years. Twice recognized as #1 Sales Leader in Avaya, global and then US. Served as interim sales leader for Avaya’s DoD sales team.

As a Colonel on the Air Staff, led an AF-wide matrix team and a direct workforce of 42 military, civilian and contractor personnel in oversight of a $3B portfolio for networks and enterprise services. Enhanced the capabilities and security of the Air Force web portals, the capabilities and processes for AF enterprise information management and task management, and the management structure, operations and migration of AF NETOPS. As the AF representative to various DoD panels, influenced decisions for the DoD’s web portal, initial forays in enterprise email services, new framework for identity management, and the DoD’s protected wideband SATCOM architecture.

Led 1,500-person unit supporting an installation with a population of 7,500 military, civilian, contractors and family members, 23,000 acres, and over 120 facilities that enabled U-2, RQ-4, and KC-135 flying missions, reach-back intelligence activities, and operations of a space/missile tracking radar site. Executed a $36M annual budget and $56M in construction projects. Led preparations for three higher headquarters inspections, privatization of military family housing, actions to ensure individual readiness for wing members deploying to the Middle East, and the planning/execution of the base’s first airshow in over 5 years. Deployed four months to the United Arab Emirates to command a 500-person group providing base support in a combat zone.

Second in charge of a 3,000 person, $3B strategic business unit supporting global warfighting and DoD business activities, to include the buildout of combat operations for the Global War on Terrorism. As the Directorate's lead for agency-wide reorganization, guided a 4-fold growth in the unit’s size. Senior member of two panels proposing changes in the accounting processes for the agency’s $5B defense working capital fund portfolio for global networks.

Provided direct executive support to the Chairman in an intense, fast-paced post-9/11 period. Supervised front office staff and interacted with all levels of the DoD staff regarding the Chairman’s internal and public correspondence, staff packages, global force developments, events calendar, and news reporting.

Held various command, leadership, staff and technical positions impacting joint operations, theater communications, combat readiness, officer training, assured missile warning communications, and information technology innovation. Duty assignments included: Joint Staff action officer (Pentagon), action officer (HQ CENTCOM, MacDill AFB), combat communications squadron commander (Tinker AFB), deputy installation commander/squadron commander (RAF Croughton, UK), director and deputy director of communications for combined air operations center (Italy, Saudi Arabia), AFROTC assistant professor/commandant of cadets (Baylor University, Waco), deputy chief of maintenance for communications group (Cheyenne Mountain AFS), staff officer TW/AA Systems Integration Office (HQ Air Force Space Command, Peterson AFB), and special projects/satellite systems engineer (HQ Air Force Communications Command, Scott AFB).
