Responsible for the cradle-to-the- grave management and monitoring of the organization’s contracts, cooperative agreements, grants, sub-agreements, and procurements, including negotiations, pre-award assessment, post-award orientation, risk management and contract compliance. Reports directly to Vice President of Finance/Chief Financial Officer. Specific duties include:• Supervising and mentoring a ten member contracts, grants and procurement team.• Managing a $1.2 million annual unit operational budget.• Drafting contract, grant, procurement and sub recipient monitoring policies and procedures.• Working with program development and technical staff in the development of proposals.• Coordinating with government officials and organizational partners on contract and grant activities.• Working closely with program technical staff in all phases of project, contract, and grant administration.• Training the organization on contract, grant, and procurement policies, procedures as well on federal compliance requirements.• Leading compliance efforts and serving unofficially as the Chief Compliance Officer.Major Accomplishments:• Improved procedures that reduced the processing and review time for contracts, grants, sub awards and consultant agreements by 20%. • Designed and implemented a three-phase training and development program for contract/grant staff certifications.• Developed and mentored a highly competent contracts and grants team. • Oversaw the development, implementation, and training on seven new key policies.• Help the organization develop two strategic plans that were adopted by the board of directors.
