Program Manager for Materiel Management Branch, Supply and Services Division of the United States Property and Fiscal Office. The primary purpose is to perform analysis of supply management procedures, services, and directives across the state's supply systems and activities to formulate and implement efficient improvement plans to maintain army audit standards and good stewardship of government resources and funds. To include executing all duties and responsibilities inherent with being the Approving Official for Class I, State Administrator for Class II, Accountable Official for Class III, Stock Record Accountable Officer for Class V, and the Clinic Administrator for Class VIII for the Maine Army National Guard. Plans, organizes and schedules work assigned to the Material Management Branch. Ensures work (to include recurring and special reports) is accurate and submitted within established deadlines. Responsible for budgeting and executing ASP Funds. Performs independent surveys and studies of state logistical operation for supply Class I, II, III, V, VIII and IX to determine proper application of improved supply methods. Analyzes data and statistics extracted from logistical data repositories to ensure adequacy and accuracy of in-state logistics procedures and functions. Develops and establishes controls to identify systemic problems and enhance mission accomplishment. Publishes the Material Management Branch Standard Operating Procedures and commodity polices and guidelines to determine and analyze trends in effectiveness and efficiency to be used for improving undesirable conditions, accountability of items, expenditure of funds and management of resources within the state and ensuring proper use of Class I, II, III, V, VIII, & IX supplies and stewardship of government funds.

Analyze possible redistribution of equipment through transfer, loan or assignment. Review and process external as well as internal loans/leases that may impact readiness or mission requirements. Process and account for through agency coordination the in coming and outgoing federal property assignment. Process and track equipment changes in Modified Table of Organization and Equipment (MTOE) or Table of Distribution and Allowance (TDA). Process electronic requests for TDA and MTOE changes through NGB to DA to achieve the actual Letter of Authorization (LOA). Review and request LOA for Discretionary items, Commercial non-Standard items, Common Table of Allowance (CTA) items, and non-Property Book Unit Supply Enhanced (PBUSE) system. Monitor and maintain tracking and accountability of all Rapid Fielding Initiatives within the state or unit of assignment. Perform extensive fact finding, investigating and recommend corrective action to resolve problems. Coordinate with Force Integration Readiness Officer and establish a suspense file for equipment authorizations awaiting MTOE/TDA/CTA changes. Manage receipt documents for the Total Package Fielding, Rapid Fielding Initiative and Special Procured federal property from any source.

Responsible for organization wide equipment shortage analysis, end of life cycle replacements and developing potential courses of action for fulfillment. Created and maintain FIRO NET SharePoint website. Create and maintain the Maine Army National Guard Equipment Distribution Plan; synchronize with all different staff sections and Major Subordinate Commands to maintain visibility on equipment arrival and distribution. Serve as the single point of contact for NET related activities within the state .Manage and maintain an audit trail for payroll and expense accounts in support of all training event requirements with a cumulative value in excess of $200,000Outcome: Managed and coordinated the FY 14 acquisition of 549 pieces of equipment with a cumulative value over $50.2 million with no discrepancies or lost funds.Outcome: Flawlessly coordinated and scheduled more than 910 man days of training events.Outcome: Properly obligated and utilized 100% of the budget to meet all training requirements

Created and maintained an audit trail on all equipment assigned to the 488th Military Police Company with an approximate value of $19 million. Ensured the Equipment Storage areas complied with all of the State and Federal environmental standards. Manage and track all equipment services including scheduling and drop off and pick up at the respective maintenance shops. Managed, coordinated and tracked all equipment and software updates to maintain unit readiness. Provided full time logistical support for the 488 Military Police Company by completing and meeting all weekly, monthly and quarterly suspense’s and reporting requirements to higher echelons.Outcome: Analyzed, modified, and implemented a new operating procedure that increased my company’s monthly asset availability rate from 75% to company high of 95-98%Outcome: Completed an audit on 100% of all equipment and budget for the 488th MP Co with no discrepancies

This position represented the State of Maine and the Maine Army National Guard as a member of the Honor Guard at burial services of veterans. Perform specialized team positions such as pall bearing, folding and presenting the United States flag, casket bearing, casket watch and firing detail in accordance with standard operating procedures.
