Directs the oversight and development of the Clinical Department including hiring, supervision, and evaluation. Regularly reviews and recommends changes and program services to meet client needs. With the VP, Clinical Services, develops, plans, and implements strategies for program continuation and growth. Provides clinical training to staff and interns. Specific Responsibilities: • Collaborates on the implementation of strategies used by RCA to achieve and evaluate the effectiveness of those strategies.• Participates in the planning and evaluation of clinical programs and services, including plans to increase the range, quality, and quantity of services at RCA.• Supervises and works directly with staff to develop and monitor clinical quality assurance procedures to ensure a scientific basis is used in determining which clinical activities to implement and continue.• May serve as one of the spokespersons for clinical care at RCA and represent us at organizations and associations as appropriate• Trouble-shoot clinically-related problems and roll out clinical initiatives that will improve clinical quality to programs in the field.• Assist in preparing for changes secondary to Healthcare Reform including development of new clinical services, partnerships, collaborations, and evaluation of care delivery systems.• Implement procedures to permit regular, timely collection and utilization of feedback from both staff and patients in the implementation and modification of clinical practices.• Hires, trains and retains top talent and participates in the performance management process.

• Develop an annual plan of work for CHC to be approved by the Board of Directors. Plan operational goals, implementation actives, performance measures, and a supporting budget. Provide clear, concise reports to the Board at each regularly scheduled board meeting that assess the accomplishment of the plan.• Ensure that the financial affairs of CHC are conducted in accordance with policies and guidelines established by the Board and generally accepted accounting principles.• Ensure that sound risk management policies are in place. Guide revenue-generating activities in order to provide adequate income to the organization. • Plan, develop and supervises programs and evaluate program improvements and recommend polices to the board• Ensure confidentiality, and maintain that all records are kept properly and in a secure location, and that documents related to this project are prepared and processed appropriately, consistent with stated deadlines and timelines;• Review and assess program compliance with multiple contractual agreements. Monitor compliance with all District fire, safety and health regulations in concert with senior management staff.• Ensure that facility is in compliance with the Occupational Safety and Health Act of 1970 and that a drug and alcohol free environment is maintained at all times.• Assist with development of a system of staff development consisting of in-house and outside training, conferences and online courses for staff and volunteers;• Participate in meetings, regularly scheduled and as a representative of CHC, Inc.; Contribute to the development and implementation of the organization’s strategic plan; Develop an outreach strategy to inform the community, clients and stakeholders of the Calvary HealthCare;

• Provide guidance and direction that moves the program toward common or shared goals with available resources that supports the organizational mission. Utilize all aspects of the performance management cycle to help staff best fulfill their job responsibilities. Collaborate with staff, clients, families and referral sources to establish a consistent sense of safety, security, and excellent clinical treatment. • Plan, develop clinical programming, direct and coordinate RTC services. Ensure appropriate evaluation and admission to the RTC programs. Maintain a safe, orderly and therapeutic environment for the residents and maintains the quality management processes. Supervise all aspects of the RTC staff (provide leadership, conduct staff meetings, approve leave, create schedules, provide training, interviewing, hiring, and training employees; planning, assigning, and directing work; appraising performance; rewarding and disciplining employees; addressing complaints and resolving problems). Partner with Director of Nursing Chief Financial Officer, Quality Assurance/Compliance Coordinator and President to ensure excellence within the RTC. Develop the budget ($2,500,000 plus) and monitor cost controls to utilize time, material and personnel resources in an effective and efficient manner. Explore service needs, establish and implement long and short-term objectives that are consistent with the organization's mission, vision, values and goals.

In conjunction with the Director, ensures program management is within budget. Assist Director in expanding services and developing new services. Provide direct administrative and clinical supervision for employees and students conducting field internships.Ensure compliance with all regulations and standards of COMAR.
