*Leads and manages the fiscal department and oversees fiscal operations, accounting, budgeting, financial reporting, the financial management of grants and governmentally contracted programs as well as the strategic planning for the organization in relation to all financial matters.*A member of the leadership team that provides relevant financial data necessary for planning, budgetary and financial decisions. *Access operations, internal controls, and practices, and make recommendations to improve accuracy, efficiency, effectiveness, and responsiveness.

*Develops the annual budget of approximately $23 million for the agency,*Identify and analyze trends and provide budgetary forecasts.*Oversees all fiscal department operations including developing and monitoring allocations, coordinating contract amendments and year-end budgetary adjustments.*Functions as a core member of a comprehensive management team.*Supervises the fiscal, network and data department staff.*Analyzes and recommends approval or disapproval of budgets submitted to the County in Request for Proposal (RFP) solicitations for new and existing services.*Develops primary and service purchase contracts for the acquisition of services for individuals with mental illness and intellectual disabilities.*Prepares all Federal, State, and Local reporting.*Reviews and approves invoices for client services for conformity to contracts, budgets and compliance with Department of Human Services regulations.*Reviews and interprets state and federal regulations as to their application to the County Office.*Directs provider billing submissions for mental health, developmental services and Early Intervention services.*Oversees the submission of Medical Assistance billings and submission of Mental Health Claim Encounters.

*Direct all phases of reporting including contractual, CMS compliance, various state compliance, corporate statistical, corporate compliance committee, operational, financial and executive. *Provide strategic and operational oversight for timely delivery and accurate reporting, trending, and data analytics for external and internal clients. *Analyze existing practices and propose operational and technology improvements to meet negotiated performance targets. *Lead, mentor, and contribute to performance evaluation of 50 staff members including 4 managers, one administrative assistant, and up to 45 indirect reports. *Manage department operating budget and create monthly financial projections. *Create and negotiate SLAs and KPIs for various client contracts. *Manage client relationships to support reporting and contractual expectations in conformance to CMS, Department of Insurance, and pertinent state and federal regulations.

*Performed audits and evaluated unique risks and objectives for business clients within regulated areas, small businesses, long term care facilities, retirement plans and non-profit organizations. *Contributed to auditing and attestation services, financial statement reviews and compilation, internal audits and compliance services, internal controls and risk assessment, and governmental audits including single audits and employee benefit plan audits. *Developed individualized audit plans based upon risk assessments.*Created financial statements, proposed journal entries, and performed reconciliations.*Conducted research for special projects and compiled financial statement notes based on findings.*Applied a broad range of technology tools—including ERP, QuickBooks, ProSystem Tax, and Microsoft Office applications—to effectively manage diverse projects for clients.
