As Special Counsel for Commissioner Quintenz, Margo Bailey advised on policy and legal matters regarding over-the-counter derivatives and futures markets, market intermediaries, exchanges, clearinghouses, and financial technology initiatives, with a special focus on the Commission’s cross-border regulatory framework, regulation of swap dealers, data reporting standards, and swap execution facility regime. She served as counsel for SEC-CFTC harmonization efforts, including aligning requirements for commodity pool operators and investment advisers and swap dealers and security-based swap dealers. She regularly engaged regarding key policy decisions with internal and external stakeholders, including heads of CFTC operating divisions, trade associations, financial institutions, exchanges, and other non-CFTC senior governmental officials. Ms. Bailey also drafted keynote speeches and other public statements articulating Commissioner Quintenz’s policy views, including capital and margin standards, SEC-CFTC harmonization, standards for cryptocurrency platforms, and applications of blockchain in derivatives markets.

As an associate in Cadwalader's Energy and Commodities Advisory Group, I focused my practice on representing energy and commodity companies, financial institutions, and trade associations in a variety of regulatory, compliance, and risk management matters. I advised clients on the implementation of the Dodd-Frank Wall Street Reform and Consumer Protection Act, including cross-border implications, entity classification analysis, trade execution guidelines, risk management issues and reporting and recordkeeping processes.
