Leading the team responsible for spectrum planning and overseeing the granting, renewal, modification and withdrawal of rights of use for radio spectrum. Key accomplishments include:• Published the Spectrum Strategic Plan (Dec 2022) and revised the National Civil-Military Frequency Sharing Agreement (Apr 2023).• Executed renewals and modifications to rights of use for radio spectrum, including DTT and terrestrial systems capable of providing broadband services.• Participated and contributed to the work of RSPG, CEPT/ECC, and RSC, implementing several CEPT/ECC and EU implementing Decisions.• Prepared the methodology to assess compliance with obligations set out in the 2021 5G auction.• Prepared for and actively participated in the World Radiocommunications Conference (WRC-23).

• Contributed to the development of the Portuguese position on the EU Regulatory Framework (EECC approved in Dec 2018).• Provided technical support during this Directive negotiations and transposition for spectrum matters.• Participated in the team that prepared and conducted the 5G spectrum award in 2021.• Chaired the team responsible for proposing the tools regarding spectrum to be included in the Connectivity Toolbox to support economic recovery post-Covid-19 crisis through 5G connectivity.• Actively contributed to the work of RSPG and CEPT/WG FM.

• Prepared market analysis, thus identifying markets requiring sectorial intervention and defined appropriate remedies. • Monitored activities in other regulatory agencies, particularly European, and conducted benchmarking analysis.• Actively contributed to work within BEREC (Body of European Regulators for Electronic Communications).

• Liaison between ANACOM and international organizations (ITU, OECD, ETSI, CEPT).• Served as Secretary of CEPT during the Portuguese Presidency of CEPT (2002/2003).• Actively participated in the CEPT Troika from 1999 to 2004.

• Conducted compatibility and coverage analysis studies in mobile services, TV broadcasting and fixed satellite services.• Provided technical support for the liberalization of satellite services in Portugal (1997).• Actively participated in preparatory work within CEPT and UIT for WRC-97 regarding the revision of Satellite Broadcasting Allotment Plans.
