• Implement IFAD’s Performance-Based Allocation System (PBAS), a data-driven methodology to allocate IFAD’s resources amongst beneficiary countries ($3.3 bn development financing to 80 countries). Produce country-level allocations through data analysis on development indicators and on project performance measures. Monitor and report on KPIs on resources utilization and distribution. Coordinate the production of two PBAS indicators: the Vulnerability Index (IVI), capturing the multidimensionality of rural poverty and climate change; and the Rural Sector Performance Assessment (RSPA), measuring the quality and performance of countries’ rural policies and institutions• Provide analysis in support of the pipeline development. Develop IFAD's first-ever Pipeline Monitoring Tool using PowerBI to promote evidence-based decision-making on IFAD's pipeline of projects.• Execute Monitoring and Evaluation and Reporting functions on IFAD’s portfolio (200 projects). Support IFAD’s corporate reporting exercise (RIDE) and address donors’ requests. Provide technical support to develop new operational and indicators, methodologies and data-collection activities. Produce knowledge products such as infographics, project scorecards and operational guidelines.• Produce PBAS Scenarios for Senior Management and Governing Bodies discussions in the context of IFAD12 Replenishment. Provide writing and data analysis for three official papers in IFAD12 Replenishment Consultations: IFAD12 Replenishment Report; Business Model and Financial Framework; Resource Allocation Mechanisms. Modelling +200 financial scenarios, including sensitivity analyses and stress tests. Participate as resource person in Executive Board meetings, the PBAS Working Group and other Governing Bodies deliberations• Produce Quarterly Reports on IFAD’s corporate-level Operational Performance, including KPIs on project design and implementation; risks; disbursements; implementation quality and progress; among others
