Oversaw business operations and supported the CEO in the management and development of the company. Ensured that the company’s objectives and commitments in terms of quality, budget, time, and safety were met when building and commissioning projects. Managed cross-functional processes such as supply chain and procurement, project costing, budgeting and cash flow forecasting, compliance with legal regulations/agencies in Singapore and overseas, insurance, ISO certifications, risk management. Acted as a key pivot between business development, project management, operations, and finance. Strong focus on legal and contracting activities, both on contracts with customers (PPAs, EPC contracts…) and agreements with suppliers and partners.

Managed several projects and bids as a member of Mott MacDonald’s Infrastructure Finance team in South East Asia. Defined and monitored the corresponding budgets, coordinated inputs from the project team members, ensured quality and timeliness of the deliverables, communicated with the client and managed contractual issues. Main achievements: - Managed the delivery of a feasibility study for an electronic waste (e-waste) treatment facility in Bangladesh through PPP procurement, for the World Bank Group;- Contributed to the update of ADB’s PPP Monitor, a publication which provides information on the PPP business environment in several of ADB’s developing member countries; - Conducted market sounding for a student accommodation PPP project in Lao PDR.

Defined and implemented, with a 90-strong team, and in association with the relevant elective representatives, policies towards :- Economic development and innovation; - Research, higher education and student life;- Commercial activities on public area. Main achievements : - Project structuring and management of the tendering process of a concession contract covering the design, provision, operation (including advertising operation) and maintenance of 400 press stands. Carried out the renewal of the contract, leading to a 52M€ investment over a period of 15 years and an 8,5M€ annual fee for the City of Paris.- Structured and negotiated an innovative public-private contract that aimed to facilitate commercial and artisanal activity in some Parisian neighbourhoods, mainly through the acquisition of commercial premises. - Transformed the department’s organization.

With a 40-strong team, managed around 60 concession contracts (including Paris exhibition center, the Eiffel Tower, racecourses, advertising concessions, etc.). Advised and supported other departments of the City of Paris in charge of concession contracts, when negotiating or amending their contracts. Supervised public agencies and semi-public companies of the City of Paris from a financial point of view (prepared executive boards, suggested and implemented capital restructuring, mergers, cessions…). Main achievements : - Project structuring and management of the tendering process of a concession contract covering renovation, maintenance and operation of the Paris exhibit centre, located Porte de Versailles. Carried out the renewal of the concession contract, resulting in a 50-year contract that plans a 500M€ renovation workprogram in the first 10 years, and a 27% increase in the annual fee owed to the City of Paris (16M€).- Closely involved in the renewal of the bus shelters procurement and advertising operation contract (provided recommendations related to contractual scheme choice, business plan, financial contract clauses, etc.) resulting in a 15 years contract and a doubling of the annual fee owed to the City of Paris (8,3 M€ in the new contract).

Managed a team of 7 senior staff, in charge of : - Assessing and negotiating the annual amount of expenditure of the Health Ministry, and of public health insurance;- Contributing to the elaboration of the annual social security financing acts;- Working out reform strategies in order to respect the annual expenditure and deficit objectives;- Supervising health public agencies and social security funds from a financial point of view.

In charge of organizing and synthesizing the upstream elaboration of the national budget (reform strategies, multiyear evaluation of the ministries expenditure). Closely took part to the elaboration of the first two triennial budgets and of the first public finance programming bill, and to its Parliamentary examination, in a very sensitive context (2008 economic crisis).

In charge of assessing and negotiating the budget of the French environment ministry. Supervised several public environment agencies from a financial point of view. Took part in the elaboration of legal and regulatory texts of the environmental field when having a financial impact.
