    Implemented a payment methodology change affecting approximately 13,750 participants across the state of MN. The federally approved mechanism for reimbursing county agencies, Social Service Time Study (SSTS), Local Collaborative Time Study (LCTS), Medicaid Administrative Tribal Time Study (MATTS), and Social Service Administrative Tribal Time Study (SSATTS) were modified to allow reimbursement of certain administrative costs related to assessing Minnesotans’ need for Long-Term Services and Supports (LTSS). The time study reimbursement methodology was implemented for payment of Developmental Disability (DD) Screenings, Long Term Care Consultations (LTCCs), and Personal Care Assistance (PCA) assessments. Assessments and support planning for long-term services and supports (LTSS) are defined as administrative activities by Medical Assistance (MA), the fee-for-service reimbursement by assessment or 15-minute units are no longer used by counties/tribes in the Medicaid Management Information System (MMIS). Instead, these administrative activities are paid through the four Minnesota Department of Human Services (DHS) time studies. Handled the scope, solution design, timelines, requirements, gap analysis, testing, and system integration. This project required managing an interim solution prior to full implementation to all 13,750 participants. As a result of the broad impact, communications, training, and solution design were spread across internal DHS users, Managed Care Organizations, County and Tribe agencies. The project required changes to the Medicaid Management Information Systems (MMIS), Centers for Medicare & Medicaid Services (CMS) time study codes and pooled counties, and Social Services Information System (SSIS). In addition, contract amendments were required for any lead agency contracting for these assessment services from a third-party provider. The project was implemented successfully with one “big-bang” rollout state-wide on October 1, 2013.
