Performing the duties of the Assistant Secretary of State for Political-Military Affairs and Deputy Assistant Secretary, Mr. String served as the lead adviser to the Secretary of State on the U.S. Government's $200 billion annual arms transfer and licensing portfolio and $7 billion in annual security assistance programs, directing more than 400 officers and a $50 million annual operating budget. He also oversaw the work of the Directorate of Defense Trade Controls (DDTC) and all compliance and enforcement functions under the International Traffic in Arms Regulations (ITAR).

As Senior Adviser to the Deputy Secretary of State, Mr. String provided counsel to the Deputy Secretary and other State Department principals on a range of foreign policy, national security, intelligence, congressional, and legal issues.

Mr. String advised clients on complex matters at the intersection of law, public policy, corporate governance, and cross-border transactions. He provided strategic counseling to clients in sensitive internal investigations and inquiries by the U.S. Congress and the Executive Branch. He represented financial institutions, private equity sponsors, technology firms, and aerospace/defense industry before the Committee on Foreign Investment in the United States (CFIUS) and the Defense Security Service (DSS) in connection with international investments and mergers, corporate security clearances, classified government contacting, and the structuring of national security agreements to mitigate foreign ownership, control or influence (FOCI). He also advised clients on economic and trade sanctions (OFAC), export controls (EAR and ITAR), anti-corruption, and anti-boycott measures and on international market access and opportunities. As a member of the international litigation practice, he also represented clients before U.S. federal courts and international arbitration tribunals.

As the lead Republican staff adviser for Europe, he was responsible for US foreign, defense, trade, energy, and sanctions policy relating to the more than 50 nations of Europe and the former Soviet Union, as well as the European Union and NATO.
