PCH will implement a new document and records management practice based upon OpenText products procured for the Government of Canada’s GCDOCS V2.0 program. (GCDOCS V2.0 is the Government of Canada licensed solution built upon OpenText Content Server 2010 version 10.5). Moving to implement a GCDOCS within PCH puts the Department on the path to an enterprise information environment that is trusted, inspires confidence, delivers efficiency across the Department and supports the achievement of both PCH’s operational mandate as well as compliance with Government of Canada policy and direction. These resources are in a final state, and are proactively published by departments to open.canada.ca as part of the Directive on Open Government.In addition, a new “Open by Default Pilot” project has been developed to provide access to more GC resources and extending it to working-level information and data as part of the Government’s commitment to openness and transparency. This project will increase “open by default” across the GC by operationalizing visibility and co-creation. This project will leverage the existing open source tools that power open.canada.ca (CKAN, Drupal and Solr), GCDOCS and associated features, as well as best lessons learned from the Canada Science and Technology Museum Corporation (CSTMC) Open by Default program. The ‘Open by Default’ proof of concept was completed in July 2017. This proof of concept was the first phase of the open by default initiative, and provides access to working documents selected by 4 pilot departments: Treasury Board of Canada Secretariat, Natural Resources Canada, Environment and Climate Change Canada and Canadian Heritage. These documents were pushed from departmental GCDocs / record management systems to an interim sandbox environment and then to CKAN for publication on open.canada.ca. The second phase of the Open by Default project will remove this interim sandbox environment, and push records directly from GCDocs to open.canada.ca.
