- Established the first and only association dedicated to defending condominium titleholders’ rights. - Grew membership in one year to over 3,500 active participants. - Led effort to deter PC1874, aimed at legislating a new Condominium Law, and PS1565, both damaging to titleholders.

Puerto Rico Economic Development Company is a private economic development group that provides legal and business advise to governments, non-for-profits, multinationals, U.S. and local companies doing business in Puerto Rico.

Elected Chairman of the BOD. Provided guidance to PREPA’s Executive Director on all matters concerning management of operations and business interests. Structured a hedging program to cap rising fuel costs. Led efforts to facilitate significant investments in renewable energy projects in Puerto Rico.

Provided consulting advice for clients in the private and public sectors in areas of finance, real estate, economic public policy and governmental affairs. Clients included Hospital Hermanos Meléndez, Puerto Rico Electric Power Authority, Senate of Puerto Rico, and others.

Worked as Projects Director for full-service real estate company with assets across four separate platforms – retail, office, warehouse, and hotel properties – that owned and operated in excess of $500 million of income producing real estate in Puerto Rico. Responsible for all matters related to the development and improvement of properties, including the following:• The Ritz Carlton Hotel and Casino: Managed lobby renovation ($700k) and the construction of 40 additional hotel room balconies ($1.4 million); Assisted in construction management of hotel’s flagship BLT Steakhouse restaurant; Managed permitting process, regulatory and feasibility study for proposed $32 million condo-hotel tower and $9 million spa facility.• The Radisson Ambassador Hotel: Managed feasibility study for a proposed residential and commercial building adjacent to The Radisson Ambassador Hotel.• Normandie Hotel: Managed all aspects of 177 room proposed hotel conversion from an independent operator to a luxury Hotel W branded operation.

Led real estate development of $16 million, 14-story residential condominium building in the Condado area of San Juan. • Developed strategic plan, capital budget and cash flow projections to determine the feasibility of the project.• Directed all meetings and negotiations with government permitting agencies, architects, consultants, accountants, appraisers, lawyers, insurers, contractors and banks.• Structured, negotiated and secured pre-development and construction financing.• Monitored change-orders and cost overruns to maximize profitability.• Formulated and supervised the marketing and sales effort resulting in the successful sale of all 23 apartments in the building. • Managed all administrative aspects of the corporation including the accounting records.

Project Consultant and Construction Manager for full-service real estate development company that owns several assets in Puerto Rico, including The Ocean Villas at Rio Mar Beach Resort, a 59-suite hotel property converted for sale by its owners as individual residential units eligible for participation in a hotel rental pool program. Responsible for:• Formulation and implementation of the marketing and sales strategy, including pricing, advertising and promotion.• Direct oversight of the sales process, including prospective purchasers’ unit visits and inspections and punch list negotiations on behalf of owner.• Team meetings and efforts related to sales, physical and legal unit conversion, permitting process, and design of the rental pool program.

GDB was created by Act 253-1942 to serve as fiscal agent and financial advisor to the Government of Puerto Rico, its agencies, public corporations and instrumentalities. In 2016 the Puerto Rico Fiscal Agency and Financial Advisory Authority (AAFAF) was created pursuant to Act 21-2016, the Puerto Rico Emergency Moratorium and Financial Rehabilitation Act, and is now the successor in interest and oversight to the GDB. GDB is currently winding down its operations under Title VI of the Puerto Rico Oversight, Management, and Economic Stability Act (PROMESA), federal Public Law 114-187 of June 30, 2016. Directed four areas of primary importance as Treasurer of GDB, contributing to record earnings at the time:• Director-Investments and Treasury: Managing a fixed income portfolio of over $3 billion in assets.• Director-Asset Management: Overseeing performance of over $200 million in equity portfolio.• Director-Credit and Compliance: Specializing in regulatory issues and audits.• Director-Asset/Liability Management: Positioning interest rate gap analysis and forecasting revenues.

• Directed all efforts related to over $5 billion in bond issues for the Government of Puerto Rico sold in Puerto Rico tax-exempt market and the United States tax-exempt and taxable market.• Requested and analyzed financing proposals, participated actively in due diligence and rating agency presentations on behalf of all of Puerto Rico’s issuing entities.• Structured informational meetings for all agencies to comply with SEC disclosure guidelines.• Coordinated economic missions to Puerto Rico’s GDB office in New York.

Member of five-person team, including Branch Manager, responsible for generating and executing corporate and public finance transactions in Puerto Rico and the Caribbean. Corporate Finance• Collaborated in the development of the collateralized mortgage obligations (CMOs) and asset-backed securities (ABSs) markets in Puerto Rico.• Structured five CMOs and three ABSs totaling $500 million, which accounted for 60% of the Investment Banking Group's revenues from 1989 to 1991. Public Finance• Structured over $1 billion in municipal bond issues sold in the United States market.
