Benefits Administration1. Administer employee benefit programs such as group health insurance, dental, life, and medical reimbursement.2. Act as liaison between employees and insurance carrier’s claims office.3. Approve and process all employee benefit enrollment and change forms within required time limits to meet payroll deadlines.4. Provide timely notice to employees under the requirements of the Consolidated Omnibus Budget Reconciliation Act (COBRA) and Health Insurance Portability and Accountability Act (HIPAA).5. Conduct orientation meetings and enrollment of new employees in benefit plans.6. Facilitate annual open enrollment process, including making group presentations and preparing, distributing, and receiving materials.Benefits Manager7. Facilitate the Health Benefits Committee including; organizing, scheduling, notifying, typing and distributing the tape-recorded minutes.8. Collaborate with the Third Party Administrator (TPA) to reconcile outcome of the disposition of appeals.Leave Administration9. Communicate with campus and departmental administrative staff to update leave status10. Timely process and track all long-term absences, determine eligibility for various leave programs11. Counsel with employees and supervisors concerning leave benefits and provide employees with accurate information on deductions from pay relating to absences, medical certification requirements, return-to-work dates, etc.12. Work cooperatively with the Risk Management Coordinator in performance of duties relating to the District’s Workers’ Compensation Program.Records, Reports, and Correspondence13. Prepare, verify, and reconcile the calculation of semi-monthly and monthly premium statements for benefit liabilities. 14. Assist health benefits consultant to maintain statistical data relative to premiums and cost and assist with the preparation of reports.15. Maintain all health insurance records and assist with required data entry ensuring HIPAA compliance.
