About Marisa Shields
Marisa attended Frederick Community College during the years 2012-2014. During this time she enrolled in the Honors College and was inducted into Phi Theta Kappa, the international honor society of two-year colleges, appointed to be the Vice President. During Marisa’s Vice Presidency, Frederick Community College was awarded top 100 in the United States. In the year 2014 Marisa was awarded membership to the All-State Maryland Academic Team, for her demonstration of academic excellence, leadership and service. Marisa graduated Frederick Community College with her A.A. degree in Social Work. Following graduation, Marisa became employed at Sheppherd Pratt, a not-for-profit organization dedicated to providing behavioral health care, housing and employment services for adults with mental illness and substance addictions. Marisa worked as a Residential Counselor and was promoted to Resource Coordinator in 2015. Marisa has continued her education at Mount St. Mary’s University Adult Campus in the fall of 2016. In April 2018 Marisa was inducted into Alpha Sigma Lambda, the honor society for adult students in higher education. Marisa graduated in May 2018 with her B.S. in Human Services. In October of 2018 Marisa began with Franklin County, PA as the Grants and Criminal Justice Advisory Board Coordinator. In August of 2020, Marisa transitioned to Frederick County, MD as the Overdose Fatality Review Coordinator with the Frederick County Health Department working with a multidisciplinary team to identify and track local fatality trends and further develop local services and programing to increase awareness about Fentanyl and overdose prevention. In 2021, Marisa was promoted to Harm Reduction Program Coordinator. Marisa coordinates services for the County’s Syringe Services Program, Overdose Response Training Program, and HCV Case Management. In this role, Marisa has expanded the SSP program to operate 35 hours per week, established a fixed site Harm Reduction Center within the community, incorporated the Rapid Analysis of Drugs (RAD) drug checking program, and initiated the county’s participation in the Access Telemedicine for HCV and MOUD in partnership with Johns Hopkins. Marisa continues to serve on the Overdose Fatality Review Recommendation Subcommittee to assist in targeting community outreach to people who use drugs and community organizations for overdose response and prevention. In the spring of 2023, Marisa was selected as a Bloomberg Fellow with the Johns Hopkins Bloomberg School of Public Health and will begin in June of 2023.

Harm Reduction Program Coordinator

Oversee 14 human service and criminal justice grant-funded programs; engage stakeholders in compliance reviews in accordance with local, state and federal regulations; compile outcome data for monthly and quarterly reports on projects. Analyze, research, and compare information for proposed projects to solicitations received; collaborate with key stakeholders from community partnerships, non-profits, and government agencies to develop grant proposals. Coordinate bi-monthly meetings for 8 committees; distribute agenda and minutes following meetings; coordinate and communicate with board members; process, monitor and revise as needed 40 active contracts; manage inquiries from community and governmental agencies; provide administrative support to the Director of Grants Management.
