I manage the Management Information Systems division that is comprised of 86 staff spread across Internal Services (Security/Network/Hardware), Application Development, Operations, and IT Administration (Procurement and Planning). I developed the agency’s first IT Strategic Plan to give better direction to meet the needs of the agency from a technology perspective. I give direction on the upgrade/replacement of outdated systems as well as bringing new technologies to the agency to meet the needs of the citizens of the State of Mississippi. I was recently selected as a planning member for the IT Solutions Management for Human Services (ISM) affiliate of the American Public Human Services Association (APHSA), as well as serving as the state representative for that organization. MDHS has won two awards for the National Accuracy Clearing House - the 2015 ISM for Excellence in Humans Services Information Technology and the 2016 GCN digIT award. -
Executive Director Of Public Safety PlanningMs Department Of Public Safety Feb 2011 - Apr 2013I was the Executive Director of a 67 employee department with 5 divisions: Governor’s Office of Highway Safety, Office of Justice Programs, Mississippi Leadership Council on Aging, Office of Standards and Training, plus an accounting division. I served as the Governor’s Representative for Highway Safety representing Mississippi on the local, state, and national levels. This division certifies all Law Enforcement officers, jailors, and dispatchers in the state of Mississippi and sub-grants federal and state dollars to local Law Enforcement agencies, other state agencies, and non-profit groups. I worked with local, state, federal, and other agencies to improve Highway Safety and general law enforcement for the state of Mississippi and to develop long range planning and goals. I managed a budget that averaged $34M from state general funds and federal grant monies. I worked with the Commissioner of Public Safety in regards to legislation and other projects that affected the division as well as public relations for the division. I sat on the Executive Board of the Governor’s Highway Safety Association and I was a member of the Rail Safety Task Force for the state of Mississippi.

Sr. Business Systems AnalystMs Department Of Public Safety Sep 2008 - Jan 2011I was the liaison between the technical MIS employees and the non-technical employees of the Bureau of Driver Services as well as the REAL ID Coordinator for the state of Mississippi. I was instrumental in the development, testing, training, and rollouts of the new Kiosks for driver license renewal and the new Point of Sale system for Driver Services. Mississippi was chosen as the lead state for the Secure Driver License program (REAL ID) by the US Department of Homeland Security (DHS) to work towards developing a system to help make driver licenses more secure nationally, which is a $40M+ project. I was chosen to be the project manager for this program and was instrumental in starting the Driver License/Identification Card Verification System (DIVS) group which worked with DHS, the American Association of Motor Vehicle Administrators (AAMVA), the US Department of Transportation (FMCSA), all 56 US jurisdictions, and other stakeholders for more secure driver licenses. I helped to implement other projects such as the Systematic Alien Verification for Entitlements (SAVE) Program and E-Verify for the state of Mississippi. I worked with the Commercial Driver’s License division in regards to new legislation and grants. I laid the groundwork for the Request for Proposals for a new modernized driver license system for the state of Mississippi.

I was instrumental in the testing and rollout of the new MEMSIS system that went from a bubble scan system to a fully electronic system for submission of EMS run data as well as the certification of Emergency Medical Technicians. I performed support to the State EMS Office and the 72 Mississippi certified ambulance services on the MEMSIS program by giving support to the actual program as well as the Oracle and SQL databases it sat on. I helped to develop, test, and implement other EMS related software. I developed the long range IT plan for the EMS division as well as the HIPAA compliance officer for the division. I worked with a national group to help develop the dataset for the National EMS Information System (NEMSIS). I was a member of the Mississippi Emergency Response team for the Department of Health that worked with the Federal Government on bioterrorism programs, Hurricane Katrina response, etc. I was selected by the Department of Health to attend the South Central Public Health Leadership Institute sponsored by the CDC and Tulane University.
