Process Safety Consultant contracted to the Department of Defense (United States Navy ) at Pearl Harbor

Responsible for developing, implementing and executing the compliance program for Marathon Marine to effectively and efficiency meet the new United States Coast Guard 46 CFR Subchapter M (Towing Vessel Inspection Program).

Overview:The Process Safety& Risk Management Coordinator serves as a resource for organizations across the Transportations & Logisitics organization in the area of PSM. Reports to the T&L ESS Manager Relevant PSM industry-related experience, such as the petroleum refining, petrochemical and/or midstream industries, is required in areas such as operations, maintenance, engineering, technical services, environmental or safety. Responsibilities:1. Develop and maintain internal PSM management system programs through company-wide process safety standards.2. Develop and execute an annual process safety improvement plan in collaboration with MPC Refining, Transportation & Logistics, and other affected staff organizations.3. Collect and compile company process safety event (PSE) metrics for stakeholder communication and reporting.4. Provide periodic updates to Management and HES&S Leadership on MPC process safety performance.5. Support preparation of an annual Health, Environment, Safety & Security Review.6. Monitor, review, and interpret U.S. process safety legislative and regulatory changes, such as OSHA’s PSM standard (29 CFR 1910.119), EPA’s RMP regulation (40 CFR 68 Subpart D), etc.7. Track industry initiatives, such as CCPS risk-based process safety, API standards, ACC Responsible Care® Process Safety Code, etc. towards inclusion in MPC management systems to advance continual improvement.8. Provide other general PSM support (e.g., guidance, audit support, etc.) as requested by MPC organizations and components.9. Represent MPC through trade association participation to enhance communication and information exchange among industry peers.10. Periodically participate in Corporate HES&S audits and third-party vetting activities.11. Support MPC Corporate HES&S Core Value initiatives and activities.12. Other projects and work assignments as directed by the Safety Supervisor.

Develops training policies, plans and programs for salaried and hourly employees throughout the Refining Division. • Develops training policies, plans, and programs for salaried and hourly employees throughout the Refining division.• Directly supervises the Refining Training and Development Department organization.• Directs the priorities and activities for the Training Coordinators at each of the seven refineries and will have dotted-line reporting from the Training Coordinators.• Leads the Refining Training standardization that includes:o Oversight and management of the Refining Operations Training Standard implementation.o Lead effort to standardize all hourly personnel training outside of Operations.o Manage the migration of PATH program for professionals into the Training Standard.o o Develops the organizational structure for training at each of the refineries and works through the local Human Resource and Operations departments as well as the local Training Coordinators to implement the structures.• Serves as the leader for the Refinery Training Committee. This committee consists of the incumbent as well as the local Training Coordinators for each refinery. The committee has monthly teleconferences and meets face-to-face annually.• Serves as the leader for the Downstream Training Committee. This committee consists of the incumbent as well as the Training Coordinators/Managers for each of the Downstream Organizations. The committee has monthly teleconferences and meets face-to-face annually.• • Manages the Professional Advancement Training Handbook (PATH) program for development of engineers within the Refining organization.• Develops training metrics for the Refining organization and disseminates this information quarterly to Refining management.• • Participates in industry groups to maintain training expertise and monitor industry trends, and communicates with training vendors to determine how to best implement training.

The Marathon Petroleum Trucks, Terminals & Rail PSM Coordinator position is established to oversee application of the PSM/RMP processes of management of change for the respective region. Responsibilities include, but are not limited to:- Participate and facilitate the auditing process of the MOC systems and in cooperation with the PSM Element Owners and Champions.- Participate and/or facilitate committees that review action items from the PSM/RMP Management Systems.- Track all action items in regards to incident investigations, process hazard analysis and report open items to respective Marathon TT&R Leadership team.- Facilitate and schedule all respective process hazard analysis'.- Facilitate and schedule all PSM Tier II Audits- Perform tasks that are outlined within the written PSM and RMP written management program.- Assist respective Safety Coordinator and Operations Support Manager with all Technical information on PSM/RMP
