About Mark Bale
Over the past 30 years I have led and shaped Government policy at the intersection between research, healthcare, ethics and legislation. I have a track record in shaping key strategic decisions and national programmes, including the 100,000 Genomes project. I am highly experienced in horizon scanning across emerging and disruptive technologies, and especially in engaging with public, patients and diverse stakeholders to shape policy and delivery. I have wide international experience in multilateral international bodies, including the EU, OECD, UNESCO and Council of Europe.Having now left the Civil Service my long term aim is to use my knowledge and policy experience to develop genomic medicine through advisory roles, chairing groups and working with leading science and ethics bodies to keep my skills up to date.I was policy advisor and Programme Director for the 100,000 Genomes (seconded to Genomics England) together with regenerative medicine and gene therapy, genome editing, precision medicine and rare disease policy. I represent the UK at the Council of Europe Steering Committee on Human Rights and Biomedicine (and was Chair of the predecessor Committee on Bioethics at the Council of Europe from 2014-2016).I have a research background in microbial genetics and joined the Department of Health in 1999 after working on the occupational safety of GMOs and pathogens.

Having chaired Ireland’s National Genetics and Genomics Strategy Steering Group I am currently the Interim Director of HSE’s National Genetics and Genomics Office (NGGO). The NGGO is responsible for coordinating a national approach to genetics and genomics, supporting the development of a skilled genetic and genomic workforce, enhancing clinical services for patients and families, and strengthening laboratory and data infrastructure to drive advances in genetic and genomic medicine services.
