The portal will support all service and family members, across all branches of service, from enlistment through transition or retirement. This project will deliver a suite of 22 applications in an integrated web portal and be scalable to support 20M+ users. The portal will provide access to education, financial aid and career planning information, as well as virtual counseling and real-time course content. Managing the client interface with two pilot user groups (Marine For Life and Wounded Warrior Regiment) for the beta release of VTAP to gather and document requirements.Designed and developed a prototype application (Degree Research and Mapping – DReaM) to match military courses and job experience from military transcripts to college courses using American Council on Education (ACE) course credit recommendations. This credit recommendation will help servicemembers find certificate and degree programs with matching courses, thereby reducing the time required to obtain a post-secondary credential, potentially saving the military services millions of dollars that is currently used to provide tuition assistance money to complete duplicate courses. With DReaM, that would no longer be required. In conjunction with the DReaM application, working with the American Council on Education (ACE) and a committee of representatives from ten higher education institutions to create a wide-ranging set of articulation agreements for all institutions receiving military tuition assistance funds. These articulation agreements are based on matching ACE credit recommendations for military training courses and work experience with institution courses.

Designed, managed, developed and led the marketing for an internet-based, searchable, post-secondary academic database (www.mcaex.net) called Academic Explorer (AeX). AeX is a searchable database of over 5,000 institutions and over 200,000 certificate and degree programs presented in a common format, in a neutral and unbiased manner, to support military service members and family members as they search for post-secondary education opportunities to improve their academic standing and career potential. Managed the marketing, financial and technical interactions with 192 institutions to load their marketing and course catalog information into the database. Researched, selected and implemented analytics tracking for the website. Upon review of the gathered analytics, led the redesign of the website to address premature navigation exit points discovered from analysis. Developed and gave presentations on AeX functionality, benefits and lessons learned to the Office of the Undersecretary of Defense (OUSD) Voluntary Education Chiefs for all services, three times to the Council for College and Military Educators (CCME) conferences, twice to the American Council on Higher Education (ACHE) conferences, and the DoD WorldWide Education Symposium (WW09) in 2009. Received “Outstanding” ratings at all conference presentations.Managed the design and development of an internet-based scholarship and financial aid database (www.mcsfex.net) to provide individuals with the ability to search over 2,000 scholarship and financial aid opportunities using multiple search and filtering criteria to locate scholarships within seconds. Once located, the application provides direct links for the user to apply for the scholarship. Provide Tier-1 and Tier-2 help desk support.

This interface allowed for rapid turn-around of data recorded on the aircraft flight recorders and importing it into replay and analysis programs to allow flight crews to view and review flight data and contact information during flight crew debriefings.
