Provided Systems Engineering support for the OSAM-1 and LandSat 9 projects

Led the transition of the engineeing support for NASA's Joint Polar Satellite System from incumbents to SGT and it's teammates on the 5 year OMES contract. Currently, the JPSS project generates of over $50M of work per year spread accross 30 task orders. The initial transition resulted in bringing on over 120 SGT employees and subcontractors to the project. Subsequently, added 50 new positions to bring the total staff to approximately 170. Currently, we are working to add another 25 personnel to commensurately grow revenue on the contract.

Lead the Ground Systems Engineering Group. This group is responsible for supporting ground systems engineering in both NASA networking as well as mission system engineering for programs such as ICESat-2, JPSS, LDCM, and TDRS. Responsibilities include business development, management of 60 technical employees, and direct program support.

Section manager leading approximately 10 tasks on the MSES II contract with approximately 40 employees. Also, I am the task lead for 4 of these tasks. These tasks involve an upgrade to the TDRS satellite ground system and several NASA Earth sciences programs such as LDCM, MAVEN (Mars program), NPP, and JPSS.

Lead systems engineering effort for portions of the TDRS ground network upgrade to support constellation programs, Global Precipitation Monitoring (GPM), and Radiation Belt Storm Probe (RSBP).

Supporting development of specifications for satellite communications and networks for the next generation TDRS communications upgrade for the Constellation program to replace the space shuttle

• Led proposals and programs that have resulted in business growth from $15M per year to approximately $30M per year in sales in 3 years. • Manager of approximately 20 Type 1 information assurance programs with 5 direct program manager reports. Put in place internal EVMS program tracking system for all development programs. Program efforts include NSA Type 1 certifications, cryptographic algorithms implementations and development, key management, HAIPE, Suite A & Suite B information assurance, OTAR, OTAZ, and Benign Fill• Directly managed several communications security programs including a $10M international program for the UK MoD. International program success and led proposal effort for Harris to win a $50M+ UK information assurance products program. • Lead over 20 proposal efforts including 3 major proposals. Create top level approach for all of RFCD major proposals..

Division President at CSTI/Director at General DynamicsMade strategic decisions to invest in Computer Telephony for switching/voice conferencing systems and in development of a programmable Radio Control Equipment (RCE) for an FAA opportunity. Both decisions enabled CSTI to grow significantly after ECSS ended. RCE resulted in a $45M+ contract and the computer telephony technology resulted the AccessNet product and in numerous contracts valued at over $35M. The decisions resulted in CSTI growing from $10 million to over $23 million per year and EBIT from $400K to over $4.0M. Managed transition of small company to ISO-9000 and SEI/CMM level 3 compliance. Led the sale of CSTI Division to Motorola Government Communications Systems Division (GCSD) for $23M. Note: Motorola GCSD was sold to General Dynamics approximately 1 year later. Program Manager on key FAA, DoD, and NSA programs and Proposal Manager/Author of key proposals including FAA-RCE.ECSS Program Manager/Lead Systems EngineerHired as systems engineer, but was promoted in less than 2 months to Program Manager/Lead Systems Engineer to manage the development of a $30M RED/BLACK voice and data communications switching system called Edwards AFB Communications Switching System (ECSS). Successfully completed the ECSS program which required the development of approximately 200,000 lines of software in "C" on UNIX, (SMX, PSOS) real-time operating systems, over 20 new circuit card designs using EPLDs, PALs, and DSP chips, and over 10 new units. JTRS Cluster 5 Spiral 1 LeadSupported the successful $300M JTRS Cluster 5 proposal for General Dynamics. After being on-site at General Dynamics in Scottsdale, AZ for 2 months was promoted to Spiral 1 lead in the proposal due to my ability to work with multiple subcontractors as well as internal engineering and contracts organizations to create an overall Integrated Master Schedule (IMS) and a master plan for subcontractor efforts.

• Created significant new business opportunity ($10M to $20M) by working with Navy customer to develop approach for and implement an EDM Low Probability of Intercept (LPI) BPSK/BFSK satellite communications system that would provide coverage for P3 Orion aircraft anywhere in the world. This system was successfully demonstrated in May 89. Approach included development of a mobile ground station & airborne LPI transmitter. • Led a team of 7 engineers in marketing, system engineering, & program management of EDM development. Managed several IR&D efforts in Specific Emitter Identification (SEI) and adaptive signal processing.

• Provided technical and managerial support to the Navy's High Frequency Anti-Jam (HFAJ) program. • Performed performance analysis of HF modem design (including equalization & Viterbi error encoding), concept development for Continental US HF packetized voice conferencing, and computer security requirements market analysis.

Systems Engineer• Solved significant reliability problems for Navy customer by developing a redundant MIL-STD-1553 based network architecture and changing data storage approach to more reliable recorder technology.Design Engineer • Significantly reduced testing costs by developing a navigation simulator that eliminated the need to fly P3 Orion aircraft to test multi-billion dollar anti-submarine warfare system. Developed concept, hardware, and software for simulator.
