At the corporate level I conceive and implement the learning paths across various technical areas, from artificial intelligence, privacy-enhancing technology, and cybersecurity to edge computing, health informatics, and digital engineering. Additionally, I collaborate with vendors like Coursera, Udemy, Udacity, and Percipio to design custom courses (Purple Courses), incorporating how Leidos implements specific technologies.

I am responsible for designing and implementing Leidos Artificial Intelligence Governance policy, practices, definitions and principles for Leidos and clients seeking Leidos help with AI Governance. My task include determine methods to calculate the risk in developing and deploying AI solutions for Leidos corporately and for Leidos clients. My other tasks include the following.* I determine the appropriate metrics for the data type and specific AI models employed.* I select the proper mitigations per AI risk and data involved.* I develop the training regime to ensure data and artificial intelligence scientists understand AI risk assessments to inform their AI model training.

Senior Program Manager, IARPA Cyber-Attack Unconventional Sensor Environment (CAUSE), which aims to develop machine learned automated methods that forecast and detect cyber-attacks significantly earlier than existing methods. 2013-2018. Program Manager, Research Innovations Group (RIG) at the Defense Threat Reduction Agency (DTRA). Researched and created Human Language Technology (HLT) components for broader and more accurate machine learned information extraction. Devised metrics and performed tests for robustness, stability, accuracy, and human interface accessibility. Tests included determining if the components increased analysts’ cognition and comprehension of the most significant information. Assisted the RIG in integrating HLT components to improve analysis workflow.2013-2017. Program Manager, DARPA Deep Exploration and Filter of Text Task 2 (Research Integration and Transition). Duties included integrating machine learned algorithms from DEFT TA1 performers who are tasked with creating Human Language Technology (HLT) components with the robustness, stability, accuracy, and interfaces that allow the component to be used alone or with other DEFT TA1 components to meet operational needs of the DEFT integration operational agency candidates. Directed algorithm selection, best integration candidate, collecting the analytical requirements based on the candidate integration site, and determining the technical alterations required for the DEFT TA1 component to meet the integration candidate workflow.

2011-2013, Narrative Pattern Analyzer Early Warning System Project (Inter-Agency Task Force (IATF): SOCOM Tampa, FL, Program Manager and Senior Software Engineer: Led research into more automated means increase analytical results by incorporating more varied data types into the IATF data repository and designing, programming, and implementing a application framework to extend the modeling and analysis potential of IATF analysts. The application was programmed to properly handle electronic documents with formats and security classifications. 2010-2012, Automated Factionalism Indicator Project, Central Intelligence Agency (CIA): Langley, VA, Program Manager and Senior Software Engineer: Designed, programmed, and implemented an automated general social science assessment computer application that ingested heterogeneous data for narrative pattern analysis used to identify and score incidents of political factionalism. Created the application with a customized Ruby on Rails framework to enable flexible data and analytic component integration and stability to continuously monitor world events; produce alerts; and disseminate reports based on client notification protocols.2009–2010, Concept Assessment Modeling Pilot Factionalism Application Development, Central Intelligence Agency, Langley, VA, Program Manager and Senior Software Engineer: Led design and implementation of custom software to ingest multi-INT data, including open source and HUMINT data, from CIA’s Tri¬dent database to automatically calculate factualism that formerly took analysts six months to complete for the 20 countries of interest.2007-2009, Managed SAIC's DARPA Integrated Crisis Early Warning System effort to create an integrated Human Social Cultural Behavioral (HSCB) system to combine various computational social science analytical engines to forecast specific events of interest over a two-year period.

Led modeling and programming effort in creating a social science analysis and forecasting tool to predict events of interest 6 months to 5 years in the future. The application automatically extracted social events and conditions, scored the magnitude of the individual events and conditions, aggregated the scores to provide the assessment of the overall societal stability, and used Hidden Markov models to forecast 6 months into the future.

Technical/Research Lead for development of the Conflict Assessment System Tool (CAST) Patent No: 7092927. The tool enabled the automated ingest and analysis of millions of electronic documents to determine gauge the effects various events on state stability. Lead Software Engineer to enhance CAST to assess broader sets of international issues in support of the DARPA/National Defense University (NDU) Pre-Conflict Management Tools (PCMT) program developed to show how different ways of information gathering and analysis could improve operational decision making. Adapted the CAST software to produce the Failed State Index and analysis for publication in Foreign Policy Magazine.
