Provide an array of consulting services for a variety of clients including law firms and community service provider agencies.● Facilitated the successful merger of community service provider agencies, South Star and New Hope, into New Star.● Provided senior management staff facilitation in re-thinking their service delivery to align with the changing environment and external marketplace demands which led to the Envision Unlimited acquisition/merger with Newman Services and the development of crisis stabilization CILA’s.● Provided staff/professional development in customized employment/discovery process to the Anixter Centers community day program staff.● Served as a subject matter expert in several litigation cases evaluating the standard of care for several law firms who represented community providers in Illinois (7 cases), Michigan (1 case), Indiana (1 case), Connecticut (1 case) and New Jersey (1 case). Atlanta, Georgia

Assisted the State of Georgia’s Department of Behavioral Health/Developmental Disabilities in an effort to comply with a US Department of Justice settlement agreement. This involved effort across several key areas including the rewriting of the State’s service definitions, restructuring of the state’s I/DD residential rate setting system, establishment of data tracking systems to effectively manage the transition of individuals living in state hospitals, and identification of new community-based residential service options.● Worked successfully with four Gwinnett County, GA providers on a collaborative initiative to maximize opportunities for participants with I/DD to seek employment and work in competitive integrated community settings by developing meaningful day/customized employment options.● Worked with Hi-Hope Service Center, a Georgia I/DD community provider to successfully complete home cost and vacancy turnover analysis, as well as develop a companion/shared living pilot program, and create a database to track residential homes accessibility, staff, resident needs, and other data.● Successfully worked with Serenity Behavioral Health Systems / Georgia TASC Project in planning opportunities for persons with I/DD to generate income in an integrated environment and enhanced opportunities for community participation commensurate with individuals without disabilities through a variety of options. These included but were not limited to supported or customized employment at or above minimum wage; a business owned by the individual; and/or microenterprise to meet their personal goals.● Worked with Georgia Options, Inc., a community service provider, to analyze the impact of the Department of Labor rule changes on their residential companion care model, to analyze rate impact on service delivery, and build a database to track the level of care of participants to better align with the state’s rate setting system to capture maximum funding reimbursement rates.

Chicago/Springfield

Mark Doyle served as the Transition of Supports/Care, Project Manager for the Office of the Governor. As part of the Governors Rebalancing Initiative, Mark was responsible for ensuring the safe and smooth transition of care of individuals from both State Operated Developmental Disabilities Centers (SODC) and State Operated Psychiatric Hospitals (SOPH). Marks worked with all facets of this project that includes coordination of all State Departments with varying responsibilities (DHS, DDD, DMH, HFS, IDPH, CMS, OSG, DCEO, IHDA, IDES, etc.), Illinois Council on Developmental Disabilities, Equip For Equality, Legislators of the General Assembly, Providers of Service, Advocacy Organizations, Governmental Commissions, Grantees, Trade Associations, Collective Bargaining Groups, Developers, and Local Communities to name a few. Mark was responsible for drafting the project plans, monitoring the plans implementation and reporting progress to the Governor and Staff. Mark chaired several work groups and committees.

Everyone Is Welcome, Inc. was a consulting company that provided an array of support to increase the inclusion of persons with disabilities in all areas of life with a goal to create communities in which everyone is welcome. Everyone Is Welcome, Inc. provided Special Needs Trust (SNT) Planning and Funding Support; Educational Advocacy; Self Employment Opportunities for persons with disabilities; Parent Group Support; Technical Assistance Services and Staff Training/Development to schools/providers of service; and Workshops/Conferences on topics relating to individuals with disabilities, their families and professionals who are working toward the inclusion of people withdisabilities into society. Based in St. Charles, IL, Everyone Is Welcome, Inc. provided services throughout Illinois and the country. Services included grassroots network organizing; business ownership and development for persons with disabilities; tutoring services; adult supports brokering; and ABA, or applied behavior analysis therapy.● Helped hundreds of families to secure appropriate educational supports and services within public school systems.● Had 20 team members actively consulting at various times.● We supported as many as 68 schools in a single year in the Chicago Public School system alone, making Everyone Is Welcome, Inc. the largest provider of technical assistance in special education at that time.● Managed all aspects of operating Everyone Is Welcome, Inc. including the financials/accounting, marketing, contractor recruitment and assignments, securing projects and clients, grant writing and providing direct services.

Taught seventeen sections of a graduate level course SPE 500 “Introduction to Children and Adolescents with Challenges” and one section of a graduate level course SPE 527 “Individualized Curriculum and Instruction”.

Mark began his interest in real estate after attending a seminar that Santo Rizzo was the speaker. Inspired by the wisdom, knowledge and experience shared by Santo Rizzo, Mark joined the Rizzo Realty Group in November 2005. Rizzo Realty Group specializes in Developments and Investment Properties.Rizzo Realty Group recognized Mark as being their top-producing 2006 "rookie" for closing $16 million in sales with 44 transactions.

Life’s Plan is a non-profit entity that manages a pooled and individual trusts for individuals with disabilities. As Executive Director I was responsible for the management of the overall policies and operations of Life’s Plan. I provided staff support to the Board; supervised full-time trust administrator; managed legal contracts; developed and implemented a Business Plan; secured commitments from potential participants and their representatives in collaboration with the attorney; executed day-to-day fiduciary responsibilities; sought professional legal and accounting advice when needed; ensured all financial, organizational, reports, and educational materials were complete; developed updated marketing materials; made educational presentations and promoted Life’s Plan throughout Illinois. During my 1st. year in the position we nearly double the size of the trust and significantly increased the income of the agency.
