This involved effort across several key areas including the rewriting of the State’s service definitions, restructuring of the state’s I/DD residential rate setting system, establishment of data tracking systems to effectively manage the transition of individuals living in state hospitals, and identification of new community-based residential service options.● Worked successfully with four Gwinnett County, GA providers on a collaborative initiative to maximize opportunities for participants with I/DD to seek employment and work in competitive integrated community settings by developing meaningful day/customized employment options.● Worked with Hi-Hope Service Center, a Georgia I/DD community provider to successfully complete home cost and vacancy turnover analysis, as well as develop a companion/shared living pilot program, and create a database to track residential homes accessibility, staff, resident needs, and other data.● Successfully worked with Serenity Behavioral Health Systems / Georgia TASC Project in planning opportunities for persons with I/DD to generate income in an integrated environment and enhanced opportunities for community participation commensurate with individuals without disabilities through a variety of options. These included but were not limited to supported or customized employment at or above minimum wage; a business owned by the individual; and/or microenterprise to meet their personal goals.● Worked with Georgia Options, Inc., a community service provider, to analyze the impact of the Department of Labor rule changes on their residential companion care model, to analyze rate impact on service delivery, and build a database to track the level of care of participants to better align with the state’s rate setting system to capture maximum funding reimbursement rates.

Mark Doyle served as the Transition of Supports/Care, Project Manager for the Office of the Governor. As part of the Governors Rebalancing Initiative, Mark was responsible for ensuring the safe and smooth transition of care of individuals from both State Operated Developmental Disabilities Centers (SODC) and State Operated Psychiatric Hospitals (SOPH). Marks worked with all facets of this project that includes coordination of all State Departments with varying responsibilities (DHS, DDD, DMH, HFS, IDPH, CMS, OSG, DCEO, IHDA, IDES, etc.), Illinois Council on Developmental Disabilities, Equip For Equality, Legislators of the General Assembly, Providers of Service, Advocacy Organizations, Governmental Commissions, Grantees, Trade Associations, Collective Bargaining Groups, Developers, and Local Communities to name a few. Mark was responsible for drafting the project plans, monitoring the plans implementation and reporting progress to the Governor and Staff. Mark chaired several work groups and committees.
