I have 25 years of experience with risk-informed dam safety programs with the Bureau of Reclamation and as the Dam & Levee Safety Officer of the National Park Service. I am the founder and co-leader of the ASDSO Dam Failures & Incidents Committee and was the founder and co-leader of the Washington DC Silver Jackets flood risk management group. I have participated in the peer reviews of the TVA, EWEB (FERC-regulated), Bureau of Reclamation, Louisiana, and California dam safety programs. I am the creator of numerous papers, presentations, guidelines, policies and short films about dam & levee safety. I led the Spencer Dam Failure Independent Investigation team.

Responsible for $5 million annual billable labor technical dam safety assistance to the BIA/Tribes. Led development of all risk and dam safety products. Led Reclamation’s role in the design and repair of over two dozen dam repair projects ranging from $500,000 to $20 million. Also, led a multi-year, multi-bureau project to develop and adopt best dam safety practices across the US Department of the Interior. From 1986 to 1993 designed major hydraulic equipment including gates, pumps and turbines.
