The OceanForesters are focused on global food security as the best first goal among the twelve of the UN Sustainable Development Goals (SDGs) permanent ocean forest ecosystems address. These twelve SDGs are also steps toward ocean restoring biodiversity, global energy security, and storing carbon-from-air. This "end game" process appears sustainable supplying 600 quadrillion Btu of energy per year while storing CO2 back to 1960's atmospheric concentrations.The U.S. Department of Energy, Advanced Research Projects Agency-Energy, ARPA-E, has funded nine teams within its MARINER program to design significantly new ways (aka way outside the box) to grow and harvest macroalgae. The macroalgae is destined to become biofuel. The OceanForesters organized two of the nine Category 1 teams with the University of Southern Mississippi as the lead agency: AdjustaDepth and SeaweedPaddock. Each project has $500,000 to prepare a techno-economic analysis of their macroalgae grow-harvest ecosystem and a proposal for $3 to $4 million at-sea testing projects.OceanForesters teamed with the American Society of Civil Engineers' (ASCE) Los Angeles Section Sustainability committee to win ASCE's inaugural Grand Challenge Innovation Contest in 2016 describing ocean forests. OceanForesters' also won in 2017 with permanent ocean forests adjusted for developing countries.

Engineered the Hill Canyon Treatment Plant's ability to operate on 100% renewable energy (annual average). This with a combination of increased Solar PV and biogas energy plus process energy efficiency with projects having 3 to 5-year payback intervals. Served as a catalyst of innovation with the plant operators such that operating and capital cost savings totaled about ten times my part-time employee salary.Missing the 20-mile each way bicycle commute.

As the senior engineer for Ventura Regional Sanitation District, Mark found the financing, prepared or procured the design and environmental documents, managed the construction, and commissioned many wastewater projects. Standouts:1. $5m replacing a community septic tank with a secondary wastewater treatment plant including solids handling and expanding the sewer collection system for Saticoy Sanitary District. The project was written up as “Government Deal of the Year” in the Pacific Coast Times because the Saticoy community paid out just $534,000. The rest was California grants and a Federal loan. The businesses in the expanded sewer area happily paid off the loan, because the County was preventing business expansion until the businesses connected to the sewer.2. $1.5m new secondary wastewater treatment plant for the Malibu Bay Club with major excavations, noise, and odor sources within 20 feet of front doors and bedroom windows. One solved noise complaint. No known odor complaints.

While an officer in the U.S. Navy Civil Engineer Corps and later as an engineer at the U.S. Naval Civil Engineering Laboratory (NCEL), Mr. Capron:• Served in the Ocean Facilities Program as the diving officer for NCEL’s underwater construction team, generating four patents and four technical bulletins.• Assisted the Public Works Officer refueling nuclear submarines at Mare Island Naval Shipyard.• Managed among the lowest change order rates in the Atlantic Division while assistant resident officer in charge of construction at Naval Air Station Brunswick, Maine, with $20 million of work-in-place per year. • Served as the Construction Company Commander for Navy Mobil Construction Battalion (SeaBees) in Guam.
