Administers the Community Development Block Grant (CDBG) program for the City of Uniontown, PA. Reviews CDBG projects/grant fund requests from the City & citizens for funding eligibility and recommends approval. Assists in researching, analyzing, interpreting and reporting data to accomplish a project goal. Consults with DCED Grant Manager to advise and / or recommend on issues relative to program projects, Maintains knowledge of Federal / State requirements in regard to the CDBG program. Maintains the HUD Integrated Disbursement and Information System (IDIS). Processes IDIS set up of activities, drawdowns, completions, and reports. Prepares monthly and annual reports. Compiles data, prepares project activity descriptions, surveys, modifications, and revisions. Prepares contracts, notices to proceed to contractor, change orders, and any required correspondence and documents for the construction phase of the project. Coordinates public hearings / legal advertisements. Attends public hearings, and prepares meeting agendas and minutes. Prepares formal CDBG application to DCED.
