Deputy Chief Harbor Engineer
I support a broad team of program managers and project teams on a wide range of capital projects. My team of eleven program managers deliver a broad range of capital programs from rail, highway and marine transportation projects to new buildings, bike paths and zero emission vehicle infrastructure. Our team is focused on collaboration, communication and continuous improvement as we take engineering projects from cradle to grave.The focus of my work is as the leader of the Pier B On-Dock Rail Support Facility Program, a common support rail yard for the Class I Railroads, and five Long Beach on-dock rail terminal operators. The expanded facility would improve rail operating efficiency, serve longer trains and provide a expanded sorting facility to reduce extra switching and improve cargo dwell time at the five rail loading terminals. The program will be delivered in three phases by 2032 following an extensive right-of-way phase with property acquisition, business relocation, utility relocation, oil field relocation and street realignments prior to track construction.I served as Senior Program Manager and was promoted to Deputy Chief Harbor Engineer in August 2019.
Senior Maritime Projects Administrator
Since April 2008, I acted as a Project Manager in the Port's Maritime Division. From November 2002 to April 2008, I acted as a Civil Engineer in the Port's Engineering Division.Projects have varied from the $100 million former Oakland Army Base rail development program to negotiating leases with marine terminal operators, railroads or other port-related businesses. Often, leases offer long term property rights for shifting maintenance and capital improvement obligations on to the leasee. The Port acquired an approximately 180 acre portion of the former Oakland Army Base starting in 2003, and since I joined the Maritime Division in 2008, I led the base's redevelopment and leasing strategy. This work included: - Negotiating development agreements with private developers, - Master Planning in collaboration with the City of Oakland and developers, - Guiding the Port through a CEQA Initial Study/Addendum, - Writing two successful grant proposals and managing the state and federal grants, - Collaborating with Union Pacific Railroad and BNSF Railway on the proposed new rail yard, - Developing a funding plan for a joint Port-City redevelopment program - Analyzing redevelopment options and developing financial models for each option, and - Managing the Port's design and construction teams in the implementation of a new rail yard,Upon completion in early 2016, the new rail yard will permit 2 additional unit trains per day to a new 50,000-ft rail yard which will serve both the Port and neighboring former army base properties. Targeted new rail business includes grain products to be transloaded into containers, and future dry bulk commodities through a proposed bulk marine terminal at the City-owned berth 7.Other key projects include: - Berths 20-24 Outer Harbor Terminal Concession - BNSF Railway Joint Intermodal Terminal Expansion - Marine Terminal Development and Environmental Cleanup at former UP Roundhouse - Shore Power Program
