Test Engineering Manager has responsibility in all facets of test development and test support to include technical quotation, strategic planning, coordinating support, budget and programmatic tasks; ensure quality and content of technical documentation; coordinate use of resources to accomplish objectives; definition of system requirements; develop testing environments; perform debug and repair of customer supplied test solutions; functional analysis; and perform test evaluation activities. Administer the performance managing and planning process to establish performance and technical/professional goals as well as training and career development plans; defining and executing the department's technical objectives; mentor staff members on performance, career development and procedural processes. Manage and contribute to a team of engineers on project assignments focused on the design and support of test environments and test plans for board level and system testing of various electronic assemblies; work with customers both internal and external on test definition, requirements, and conceptualization. Manage tasks according to schedule, cost and design objectives to ensure customer satisfaction is met or exceeded. Act as the technical liaison between the customer, operations, sales, and engineering with regard to test solutions and concepts. Prepare, check or approve design documentation, technical specifications and procedures to verify they satisfy technical requirements. Perform test capacity analysis and submit new proposal ideas and return on investment reports for test solutions. Analyze technical documentation for quotation of electronic testing and development. Interact closely with management and operations to ensure that test solutions are achieving technical requirements in the most timely, efficient and feasible manner.
