CITY OF GOODYEAR, WATER RESOURCES MANAGER Provide high-level policy advisement to the City Management and elected officials. Act as the City’s liaison with organizations having water-related interests. Directly manage the City’s Water Resources Division and oversee the City’s water supply development, acquisition, and protection. Develop and implement policy recommendations regarding specific water resource issues as-directed by City Management and elected officials. Monitor and provide recommendations with activities of the Arizona Legislature, Arizona Department of Water Resources, Arizona Department of Environmental Quality, Central Arizona Water Conservation District, Colorado River, and United States Bureau of Reclamation to ensure these activities do not have a negative impact upon the City, its associations, or interests. Provide policy advisement to the Executive Director of the Arizona Municipal Water Users Association (AMWUA). Lead negotiations regarding water-related policies, commissions, and agreements between agencies, municipalities, and other third parties. Oversee current policy activities with the West Valley Central Arizona Project Subcontractors. Serve as Commissioner (Vice-Chair) on the Arizona Water Protection Fund.

CITY OF MESA, WATER RESOURCES ADVISOR Provide high-level policy advisement to the Water Resources Department, City Management, and elected officials. Act as the City’s liaison with organizations having water-related interests. Directly manage the City’s Water Advisory Section and oversee the City’s water supply development, acquisition, and protection. Prepare and Implement policy recommendations regarding specific water resource issues as-directed by City Management and elected officials. Monitor and provide recommendations with activities of the Arizona Legislature, Arizona Department of Water Resources, Arizona Department of Environmental Quality, Central Arizona Water Conservation District, Colorado River, United States Bureau of Reclamation, and the Salt River Project to ensure these activities do not have a negative impact upon Mesa, its associations, or interests. Provide policy advisement to the Executive Director of the Arizona Municipal Water Users Association (AMWUA). Lead negotiations regarding water-related policies, commissions, and agreements between agencies, municipalities, and other third parties. Oversee current policy activities with the East Valley Water Forum. Appointed to the Arizona Water Protection Fund by the Arizona President of the Senate.

WATER RESOURCES DIRECTORTOWN OF CHINO VALLEY, WATER RESOURCES DEPARTMENT DIRECTOR Served as the Water Resources Director for 4.5 years and reported directly to the Town Manager. Provided high-level policy advisement to the Town Manager and elected officials. Also, provided direct policy advisement to elected officials of the county, municipal, and tribal entities in the creation of a brand new organization called the Upper Verde River Watershed Protection Coalition. Provided direct policy advisement to the Yavapai County Water Advisory Committee WAC - comprised of 15 cities and towns and the Yavapai County Board Supervisors residing in north central Arizona. Successfully pursued and secured substantial public private partnership opportunities and other innovative organizational cost saving ideas. Successfully negotiated Federal, State and regional alliances and partnerships that enhanced opportunities, projects, and programs and provided cost saving measures. Developed an exhaustive and innovative, new revenue and costs saving plan for the Town. The plan provided menu options for the Town Manager and policy options for the elected officials and has been a valuable toolbox for the Town in its efforts to cut costs and generate new revenues. One such idea championed was the successful design and implementation of a court assessment fee that offset public safety fuels expenses.

ARIZONA DEPARTMENT OF WATER RESOURCES Served as Manager for the Water Quality Assurance Revolving Fund (WQARF) Section of the Arizona Department of Water Resources. Managed state-wide well inventories pertaining to Superfund, Department of Defense, WQARF, and other water quality sites. Prepared and implemented reports through the integration and management of 5 separate databases. Appointed as the ADWR comprehensive monitoring and data collection project coordinator. Supervised the deployment of personnel and equipment to all parts of the State to install automated groundwater data-collection equipment.
