Mark A. Imbrogno is a Member in Jackson Kelly's Morgantown, West Virginia, office. He practices in the Health Care and Finance Practice Group and the Commercial Law Practice Group and focuses his practice in the areas of public and private finance, corporate matters, commercial transactions, and government relations. Mr. Imbrogno routinely serves as bond counsel, underwriter's counsel, and issuer's counsel in public and governmental financing, primarily involving tax‑exempt bonds. In addition, he has experience in financing and development of infrastructure and economic development projects, including tax increment financing.Mr. Imbrogno served as Deputy General Counsel to Governor Earl Ray Tomblin in the West Virginia Governor’s Office from 2014 to 2016. As well, Mr. Imbrogno served as counsel to the Senate Finance Committee and the Senate Economic Development Committee during the 2012 and 2013 sessions of the West Virginia Legislature. Mr. Imbrogno also served as Senior Associate General Counsel in West Virginia University’s Office of General Counsel from 2016 to 2017. During that time, Mr. Imbrogno advised the university and its affiliated research corporation on a variety of legal and policy issues across administrative and academic units, particularly in the areas of contracting, healthcare, research, compliance, ethics and government relations. Mr. Imbrogno received his Juris Doctor from the University of Louisville Brandeis School of Law in 2011 where he graduated summa cum laude. He graduated from the University of Kentucky with a Bachelor of Arts in business administration in 2002.
