Construction Project EngineerUs Army Corps Of Engineers Sep 2016 - Sep 2019Usag Humphreys Pyongtaek, South KoreaI was a Construction Project Engineer at the Family Housing Resident Engineer Office in Pyongtaek, South Korea since 9/19/2016 until 9/19/2019. I managed and administered contractual and engineering requirements and specifications for 11 host nation funded projects. $69 million projects include AAFES Popeye’s, AAFES Burger King, AAFES mini mall, Auto Skills Center, Main Chapel, Main Post Office, Main Library, Fire Station, Band Training facility, Community Activity Center, and Multipurpose Athletic Fields. Additional assigned project includes $87 million Unaccompanied Enlisted Personnel Housing. Scope wasthree reinforced concrete buildings, each with eight floors, 151 living units for each building for a total of 453 living units.As a Project Engineer I reported to the Resident Engineer. I insured compliance with the general and special provisions of the contracts. I managed overall project execution, including quality assurance, construction safety, monitoring of contract modifications, progress payments, project schedules and final project transfer. I advisedand directed assigned Construction Representatives on the enforcement of quality and safety. I reviewed contract plans and specifications during design. I coordinated technical assistance as required for resolving construction problems and to ensure that construction quality meets or exceeds the contract requirements, maintain liaison with Using Agency representatives to coordinate contract actions and ensure timely flow of information. I utilized Resident Management System (RMS) for all supported contract administration actions.I interpreted and applied a full range of principles, concepts, and methodology associated with project management of construction projects to plan and complete assigned workload. I conducted periodic inspections on engineering and technical aspects of all phases of construction activities and recommended changes necessary to meet contract requirements and local conditions. -

Flood damage was from the Sept 2013 flood in Boulder and Larimer counties in Colorado. I was a member of a two person team who performed extensive field investigations, prepared quantity estimates and recorded all data in an I-pad database. End product was emergency projects for stream restoration..May 2014 to October 2014 - I was a Project Engineer overseeing a $7 million design-build project to rehabilitate 16 flood damaged spillway gates. The daily construction activities included reviewing submittals; reviewing compliance with project schedule; reviewing pay applications; reviewing contractor request for pay adjustments. I was also responsible for preparing all required government requests for contract modifications. In the absence of the project Quality Assurance Representative I was responsible for overseeing the daily construction activities in the field. -

In Korea, I was also a Construction Project Engineer from 02/06/2007 to 05/08/2010 at the Pyongtaek Resident Office . I managed and administered contractual and engineering requirements and specifications for up to five concurrent MILCON projects. Projects have included officers' quarters, dining facilities, multi-story barracks, vehicle maintenance facility, perimeter wall, child care center, warehouse, and aircraft hangars. I insured compliance with the general and special provisions of the contracts. I managed overall project execution, including quality assurance, construction safety, monitoring of contract modifications, progress payments, project schedules and fmal project transfer. I maintained liaison with the user to coordinate contract actions and ensure timely flow of information. I managed a $39 million design-build construction contract for a corrosion control and a fuel cell hangar, a $20 million FY11 construction contract for a two bay hangar and a $28 million FY12 two bay hangar and warehouse. I conducted periodic inspections on engineering and technical aspects of all phases of construction activities and recommended changes necessary to meet contract requirements and local conditions. I coordinated, monitored and reviewed the actual construction progress against projected progress. I reviewed and analyzed the contractors Network Analysis System project schedule. I inspected safety precautions exercised by contractors for compliance with established safety standards. I coordinated review and approval of all contract submittals as necessary pertaining to assigned construction projects.In Korea, I was appointed as the Contracting Officers Representative for all Pyongtaek Resident Office construction projects.On August 3, 2013, I retired with over 41 years of Federal sevice. -

During design, I prepared engineering review comments and insured all appropriate comments were incorporated into the contract documents. I wrote the special contract requirements and determined the construction schedule and phasing. During construction, I directed the efforts of the architect engineer for submittal reviews and the on site inspection. -

I prepared and led a seminar on construction contract administration for our field personnel.- I negotiated contracts with Architect-Engineer firms to provide survey services and construction inspection services. This required drafting a notice, developing the evaluation criteria, drafting a statement of work, obtaining program clearance, preparing a cost estimate, evaluating the firms, documenting the selection of the most qualified firm, preparing a pre-negotiation plan and assisting in the negotiations. I was required to "meet and deal" with the top management of the firms.-I performed inspection at plants to evaluate the suppl ier's quality control procedures for structural steel, wood poles and conductor.
