Principal Software Engineer• Technical Lead for NGA-Earth program as a sub-contractor to Harris for NGA responsible for the management, design, development, and production cycles of the NGA-Earth program. • Focused mainly in the areas on image processing and high-speed image delivery through the use of OGC: WMS, WMTS, WFS, WFS-T, WCS, Context as a tool for delivery.• Worked with Akamai to define a standard way of caching imagery tiles globally to provide instant delivery of imagery to the areas of crisis.• Represented NGA on the OGC technical standards board while overseeing the creation of the WMTS specification.• While performing crisis support for NGA, I worked to produce several different products including orthorectified satellite imagery, Shaded Relief from LIDAR, and Heat Map oil mapping using RADAR.• Worked directly with FEMA, NOAA, DHS, Army 802nd, USGS, and various State national guard units and local State and city governments as well as various search and rescue groups in support of various crisis around the world.• Managing the integration of NGA-Earth into GEOINT-Online which includes the migration of all services out of the IBM eBHS into the Chantilly Integration Center.• Manage the NGA-Earth task timelines and staff assignments on those tasks.• Meet with and present monthly Rolling Wave updates to the government covering current work and future plans. • Demonstrate features ready for production promotion to the government and plan migration.• Developed the CM process and stood up the tools and servers to support that process.• Ran and maintained the NGA-Earth web presence, including the web site, imagery, image delivery.• Met with, designed, and oversaw the development of the Akamai integration into NGA-Earth for high-speed image delivery. • Oversaw and ran Crisis imagery support for hurricanes occurring between 2005 and 2009. • Helped in the standup of the CIC in late 2005.
