    Led the design, development, testing and deployment of a custom-developed, CMS compliant Encounter Data Processing System (EDPS), providing IT and Business leadership, enterprise architecture and database design / enhancement expertise in support of a $33.5B annual Medicare Advantage revenue stream. CMS announced November 2010 the replacement of the RAPS process for Medicare Advantage Risk Adjustment with the Encounter Data Processing System. The 837 v 5010 EDI transaction used as a part of EDPS has significantly more data attributes than the current RAPS format, resulting in an exponential increase in complexity and claims processing volume, but ensuring a higher level of diagnostic coding adherence and coding segmentation in support of planned ICD-10 enablement (October 2015).With strategic partner Edifecs, led and managed the development of a customized EDPS ecosystem, with architecture and deployment of a production environment with the largest Humana Data Center footprint, and now with five mirrored production environments to effectively process heavy claims volume, as well as being the only Humana platform with a testing ecosystem that mirrors the production ecosystem. This investment ensured claims processing viability with forecasted Medicare Advantage business growth in 2015 and beyond.The Humana EDPS custom ecosystem became the model for a related enterprise effort which Mark began leading to align with state implementations of Dual Medicare / Medicaid eligibility submissions, accounting for in excess of $1.5B in annual revenue. Mark’s effective leadership and the strong relationship developed with Edifecs culminated in bringing on the first Dual Medicare / Medicaid state, Tennessee, earlier than contractually obligated.

Participating members accessed over 1,000,000 participating non-profits and schools through the integrated Goodsearch engine, selecting the NPO most meaningful to them or their family (or adding their own, such as a local children's sports team or Girl Scout troop). Upon identifying a NPO to support, participating members were able to automatically "reward back" to their NPO of choice, and 25% - 50% (dependent upon membership package selected) of the RewardBack membership fee was provided directly to the NPO upon membership completion. RewardBack's proprietary and member-centric web applications, developed in partnership with Louisville-based Makespace!, and its founder Mark Palmer and team, enhanced the conversion of new site visitors to paid members and supporters of NPOs. Organizations and cause related groups could easily administer fund-raising activities through a secure administrative portal.
